Van Milligen, City Manager Woodward Museum - 2002 Renovations Project The Woodward Museum, owned by the Dubuque County Historical Society, was notified shortly after the February 4, 2002 Council meeting that it did not have environmental concurrence from the Iowa Department of Transportation that is required prior to initiating the bid process. IDOT further indicated that the concurrence and authorization to proceed would take approximately six to eight weeks before completion. Therefore, Public Works Director Mike Koch recommends that the City Council rescind the resolutions passed on February 4, 2002, that initiated the bidding process for the multiple construction contracts associated with the Woodward Museum - 2002 Renovations Project. I concur with the recommendation and respectfully request Mayor and City Council approval. Koch, Public Works Director Woodward Museum -2002 Renovations Project INTRODUCTION The purpose of this memorandum is to request that the City Council rescind the resolutions passed on February 4, 2002, that initiated the bidding process for the multiple construction contracts associated with the Woodward Museum - 2002 Renovations Project. DISCUSSION The Woodward Museum - 2002 Renovations Project includes seven individual projects coordinated by the Dubuque County Historical Society (DCHS), the Iowa Department of Transportation (IDOT), and the City staff. Shortly after the February 4, 2002 Council Meeting, the Woodward Museum, owned by the Dubuque County Historical Society, was notified that it did not have environmental concurrence from the Iowa Department of Transportation that is required prior to initiating the bid process. IDOT further indicated that the concurrence and authorization to proceed would take approximately six to eight weeks before completion. Therefore, based on this noncompliance, it is necessary to rescind the resolutions initiating the bidding process. The project will be submitted to the City Council again once environmental concurrence and authorization for bidding is received. ACTION TO BE TAKEN The City Council is requested to rescind the resolutions passed on February 4, 2002, for the Woodward Museum - 2002 Renovations Project, including the preliminary approval of the plans and specifications, setting the date of hearing on the plans and specifications, and ordering bids for the project. MAK/vjd cc: Bob Schiesl, Civil Engineer RESOLUTION NO. 74-02 RESOLUTION RESCINDING RESOLUTION NUMBERS 66-02, 67-02, AND 68-02, GIVING PRELIMINARY APPROVAL OF PLANS AND SPECIFICATIONS, FIXING DATE OF PUBLIC HEARING ON PLANS AND SPECIFICATIONS, AND ORDERING BIDS FOR THE WOODWARD MUSEUM - 2002 RENOVATIONS PROJECT Whereas, by Resolution No. 66-02, the City Council gave preliminary approval of the plans and specifications; Resolution 67-02 fixed the date for public headng on the plans and specifications; Resolution 68-02 authorized and directed the advertising of bids for the Woodward Museum - 2002 Renovations Project; and Whereas, subsequent events indicate that the project cannot proceed on its intended schedule and the project should be abandoned at this time. NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. rescinded.
