Minutes Airport Commission 10 22 07DUBUQUE REGIONAL AIRPORT COMMISSION MEETING Monday, October 22, 2007 4:00 p.m. Dubuque Regional Airport Dubuque Jet Center Conference Room PRESENT: Steve Accinelli, Doug Brotherton, Mike Santillo and Charlie Daoud ABSENT: Sue Czeshinski STAFF: Robert Grierson, Cheryl Sheldon, Todd Dalsing, and Gordy Vetsch GUESTS: None AIRPORT COMMISSION MINUTES Commissioner Brotherton moved to approve the minutes of the August 27, 2007 Commission meeting with one change. In item #8 (Ramp Fees/Landing Fees) Chairperson Accinelli would support changes to the current fee structure with information to support the changes. The motion was seconded by Commissioner Daoud. AYES: All. NAYS: None. OLD BUSINESS: 01. REVIEW STATISTICS Commissioner Daoud asked how our enplanements would look if we reviewed them by flight or by day. Airport Manager Grierson explained that we keep track of each flight for marketing purposes and could provide this information if desired. Commissioner Brotherton asked for clarification on the Monthly Operating Budget Summary reports. The Airport Manager said that these reports will be changed to reflect the same period as last year for a comparison. Commissioner Daoud questioned if the Airport is meeting our expectations that we have budgeted for in fuel sales. Chairperson Accinelli responded that we are generating a profit in the FBO which is one of the Airport's goals. F:\Council\Minutes\08. ELECTION OF OFFICERS -ACTION ITEM: Commissioner Brotherton moved to retain the current officers (Chairperson Accinelli, Vice Chairperson Santillo and Secretary/Treasurer Daoud) and Commissioner Daoud seconded the motion. AYES: All. NAYES: None. 03. BRADLEY LAND OFFER -ACTION ITEM: The appraisal of the Bradley land acquisition is $809,000.00. The Bradleys are asking for $1.5 million for the 103 acres. The Airport Manager asked the Commission to approve the offer of $809,000.00 contingent upon approval of value by the FAA and recommend this amount to the Dubuque City Council. A public hearing will then be held to authorize the beginning of the condemnation process and later formally establish the fair market value of this property. Commissioner Daoud moved to approve the Airport Manager's recommendation and Commissioner Santillo seconded the motion. AYES: All. NAYS: None. 04. CALENDAR OF UPCOMING EVENTS: The calendar of events for November and December was discussed. Commissioners are welcome to attend any of the meetings/events listed on the calendar. The Airport Manager will notify the Commissioners when they should attend an event. 05. CORRESPONDENCE: The Airport Manager noted that we currently have a revenue guarantee for a second carrier from the City of Dubuque, Dubuque County Supervisors and the Dubuque Chamber of Commerce for a total of $425,000.00. MANAGER'S UPDATE: 06. SELF-FUELER UPDATE: The self-fueler tank has been cleaned, the piping will be replaced and should be back in service by the end of this year. F:\CouncilVNinutes\08. SALE OF FUEL TRUCK: The Jet truck was replaced for a total of $98,411.00. This amount is $1,589.00 under the budgeted amount. 08. NBAA: Chairperson Accinelli, Commissioner Brotherton, Airport Manager Grierson, FBO Supervisor Vetsch, and Secretary Spisak attended the NBAA Conference in Atlanta. 239 good leads were attained during the three day event and a mailing will follow-up on these leads. Commissioner Brotherton said our exposure during this event was very good. The Airport Manager noted that the "Cheetah campaign" was very well received and drew people to the Dubuque booth and helped with the contacts received. 09. MARFF TRAINING: This training is required by the FAA and is rotated between the different airports. We shared the costs with other airport staff who participated in the training. 10. FAA CENTRAL REGION CONFERENCE: Airport Manager Grierson and Operations and Maintenance Supervisor Dalsing attended this conference in Overland Park, Kansas. Several sessions were attended and overall it was a very informative conference. This conference will be held in Kansas City next year. 11. FUEL SALES FOR NATA: The Airport generated a profit for this event, as well as, the local EAA. The Dubuque community benefited also through stays at hotels, food purchases, etc. 12. HARVEST BOOGIE: Great event but it was extremely windy during the two day event. There were a total of 608 jumps completed and 869 gallons of Jet A sold. 13. TASKFORCE UPDATE: The Air Service Taskforce meeting was held on September 5th. This was a well attended meeting and great input was received from the members of the business community. BUDGET MEETING DATES: Commission Chair Accinelli attended the capital improvement budget hearing on October 22nd. Commissioner Daoud will attend the operating budget hearing on November 15tH 15. CORPORATE APPRECIATION DINNER: An appreciation dinner will be held on November 1St for all of our corporate pilots. This will be to discuss any issues the pilots have, as well as, receive input from them. A survey will be distributed to the pilots for additional comments. 16. FBO REVIEW REPORT: Commission Chair Accinelli said the FBO is currently contributing to the Airport. With a little fine tuning, the FBO could present a more professional customer service area. No further review is needed at this time. PUBLIC INPUT: None received. NEXT COMMISSION MEETING: The next scheduled Commission meeting is November 26, 2007. Commissioner Daoud moved to go into closed session for Airport Manager evaluation and this motion was seconded by Commissioner Brotherton. AYES: All. NAYS: None.
