Allen & Urbain Associates Contract for Building on Third and Main Streets
Economic Development Director Bill Baum is recommending acceptance of the contract
issued to Allen & Urbain Associates for the City-owned improvements for the building on
Third and Main Streets, in the final contract amount of $342,428.68.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

Allen & Urbain Associates Contract for Building on Third and Main Streets
INTRODUCTION
The attached resolutions provide for the acceptance of the contract issued to Allen &
Urbain Associates for the City owned improvements for the building on Third and Main
Streets.
DISCUSSION
On August 14, 2000, a contract was awarded to Allen & Urbain Associates for the City
owned improvements for the building on Third and Main Streets. An additional contract
was awarded on November 19, 2001 to amend the contract to include the construction
of a retaining wall and sidewalk adjacent to the Third Street overpass. A summary of
the budget cost is as follows:

$344,160.00 $342,428.68
This project is funded from the Parking Construction Fund.
RECOMMENDATION
I recommend that the City Council accept the improvement and the final contract pdce
be established at $342,428.68.
ACTION
The requested action is for the City Council to adopt the attached resolutions accepting
the improvement and the final construction cost.
RESOLUTION NO. 78-02
ACCEPTANCE OF CONTRACT BETWEEN THE CiTY OF DUBUQUE AND ALLEN &
URBAIN ASSOCIATES FOR THE CITY OWNED IMPROVEMENTS FOR THE
BUILDING ON THIRD & MAIN STREETS
Whereas, the contract between the City of Dubuque and Allen & Urbain
Associates for the management and construction of the public improvement portions of
the building located at Third and Main Streets; and
Whereas, these improvements included the south sidewalk plaza retaining walls
and sidewalk on the east elevation, histodc light fixtures, a brick far...ade over the Main
Street entrance into the new parking ramp, and construction of a retaining wall and
sidewalk adjacent to the Third Street overpass.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. That the cost of said improvement is hereby determined to be
$342,428.68 and the said amount shall be paid from the Parking Construction Fund.
Passed, approved and adopted this 18th day of February, 2002.

RESOLUTION NO. 79-02
FINAL ESTIMATE FOR THE COMPLETION OF THE CONTRACT BETWEEN THE
CITY OF DUBUQUE AND ALLEN & URBAIN ASSOCIATES FOR THE CITY OWNED
IMPROVEMENTS FOR THE BUILDING ON THIRD & MAIN STREETS.
Whereas, the contract for the completion of the contract between the City of
Dubuque and Allen & Urbain Associates has been completed and the Economic
Development Director has submitted his final estimate showing the cost thereof
including the cost of estimates, notices and inspection and all miscellaneous costs;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. That the cost of said improvement is hereby determined to be
$342,428.68 and the said amount shall be paid from the Parking Construction Fund.
