Van Milligen, City Manager SUBJECT: 2007 Weed Assessments DATE: December 10, 2007 Public Health Specialist Mary Rose Corrigan provided information about the 2007 Weed Enforcement Program. The City received compliance from the majority of the property owners who received notices, however, sixteen property owners did not comply with the notice to cut weeds. In such situations, the policy of the City is to correct the defects and levy the costs against property owners in the form of a special assessment, including the costs of a contractor performing the work and a $25 administration charge. Public Health Specialist Mary Rose Corrigan recommends that total assessments of $2,548.40 be levied against sixteen separate parcels of property. This project reflects areas inspected from June 2007 to December 10, 2007. DISCUSSION The City received compliance from the majority of the property owners who received notices. Sixteen property owners did not comply with the notice to cut weeds. In such situations, the policy of the City is to correct the defects and levy the construction costs against property owners in the form of a special assessment, including the costs of a contractor performing the work and a $25 administrative charge. The City hired a private contractor as provided for in State statute. The total amount of the assessments is $2,548.40, which is being levied against sixteen (16) separate parcels of property. RECOMMENDATION I would recommend that the City Council approve the attached final assessment schedule. ACTION TO BE TAKEN The City Council is requested to adopt the attached resolution establishing the final assessment schedule.
