Leisure Services Manager Gil Spence is recommending award of the contract for the
Five Flags HVAC and Promenade Roof Replacement Project to the low bidder, Giese
Sheet Metal Company, Inc., in the amount of $700,580. The Fiscal Year 2008 Capital
Improvement Program budget contains $600,000 for the HVAC replacement and
$70,000 for the promenade roof replacement. The project is $110,580 over budget.
Leisure Services Manager Gil Spence recommends that funds be shifted from the
theater stage lift project budgeted at $175,000 to fund the added cost.
This will leave just over $9,000 to cover part of the recommendation fora $15,000
contingency.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of this memorandum is to request that the City Council award a contract to
Giese Sheet Metal Company, Inc. for the Five Flags HVAC and Promenade Roof
Replacement Project.
DISCUSSION
Sealed bids were received on December 6, 2007 for the Five Flags HVAC and
Promenade Roof Replacement Project. A summary of the bids received is as follows:

A summary of the six alternates is as follows:
• Alternate #1 replaces the hot water boiler and domestic hot water heater.
• Alternate #2 replaces the existing condenser serving the theater. This unit is
located on the Promenade roof and is old, so it's a good time to replace it, with the
roof replacement.
• Alternate #3 provides atwenty-year roof system and warranty in lieu of the fifteen-
year roof system and warranty.
• Alternate #4 provides a 90 mil roof system and thirty-year warranty in lieu of a
fifteen-year roof system and warranty.
• Alternate #5 removes all pneumatic controls from the basement mechanical room
and replaces them with DDC controls.
• Alternate #6 covers existing metal panels that are from the roof up the side of the
building, with a new panel system.
Alternates #1 and #2 were part of the original plan but were broken out of the base bid
because of funding concerns with the cost estimate. Alternate #3 is recommended
because an added five years to the roof warranty for $9,000 seems like a good deal.
Alternate #6 is recommended because this will put all the mechanical system under one
system of controls.
A summary of projects costs would be as follows:

TOTAL $ 780, 580
The FY 2008 C.I.P. budget contains $600,000 for the HVAC replacement and $70,000
for the promenade roof replacement. The project is $110,580 over budget and I
recommend that funds be shifted from the theater stage lift project ($175,000) to fund
the added cost.
RECOMMENDATION
I recommend that the contract be awarded to Giese Sheet Metal Company, Inc. in the
amount of $700,580, accepting Alternates 1, 2, 3 and 5.
ACTION STEP
The action requested is that the City Council adopt the attached resolutions awarding a
contract to Giese Sheet Metal Company, Inc. in the amount of $700,580 for the Five
Flags HVAC and Promenade Roof Replacement Project.

RESOLUTION NO.
AWARDING CONTRACT
WHEREAS, sealed proposals have been submitted by contractors forthe Five Flags
HVAC and Promenade Roof Replacement Project pursuant to Resolution No. 537-07, and
notice to bidders published in a newspaper published in the City of Dubuque, Iowa, on the
9th day of November, 2007.
WHEREAS, said sealed proposals were opened and read on the 6th day of
December, 2007, and it has been determined that the bid of Giese Sheet Metal Company,
Inc. in the amount of $700,580 was the lowest bid for the furnishings of all labor and
materials and performing the work as provided for in the plans and specifications.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
That the contract for the above improvement be awarded to Giese Sheet Metal
Company, Inc., and the Manager be and is hereby directed to execute a contract on behalf
of the City of Dubuque for the complete performance of the work.
BE IT FURTHER RESOLVED:
That upon the signing of said contract and the approval of the contractor's bond, the
City Treasurer is authorized and instructed to return the bid deposits of the unsuccessful
bidders.
