SUBJECT: DGIL Field Lighting Project

Leisure Services Manager Gil Spence is recommending approval of a request from the
Dubuque Girls' Independent Softball League for the City to be the purchasing agent for
the field lighting project. The DGIL leases property on Julien Dubuque Drive from the
City to operate a four softball field complex for young females. The City partnered on
the field development and served as the purchasing agent for the original development.
The DGIL will reimburse the City for all costs associated with this project. There will be
no City funds involved. The lease requires the DGIL to pay for improvements to the
property and further states that these improvements become property of the City if the
lease is terminated.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of this memorandum is to request City Council approval of the City being
the purchasing agent for the Dubuque Girls' Independent Softball League's field lighting
project.
BACKGROUND
The DGIL leases property on Julien Dubuque Drive from the City to operate a four
softball field complex for young females. The City partnered on the field development
and served as the purchasing agent for that development.
DISCUSSION
The DGIL has received a Dubuque Racing Association grant to provide lighting for one
more field and they are asking the City to be the purchasing agent for this project also.
With the City serving as the purchasing agent the league will save money not having to
pay sales tax and Musco Lighting will give the City a better price on the lights and poles
than they would give the DGIL. This is a $70,000 project so the savings would be
significant.
Paulson Electric Ccompany has been hired to install the lights. Paulson installed the
lights on two other fields at this complex at cost, and Doug Dlong from Paulson has
donated his time working on this project. Mr. Dlong has gotten prices for the lights and
poles and Musco Lighting provided the best price. Miller Supply Company is donating
the wire for the project at cost and Pepsi is donating the communication wire for the
scoreboards.
The DRA grant needs to be spent by December 31, 2007 so the project has begun.
The bases for the poles are in place and the conduit for the wire has been installed.
The rest of the project will be completed by the end of the year.
