Spence, Leisure Services Manager SUBJECT: Future Dog Parks DATE: December 12, 2007 When the idea of providing dog parks in Dubuque first surfaced, the plan was to provide at least three sites. Those sites were identified as: • The Grandview Avenue site of the present park; • In conjunction with the rebuilding of the 32nd Street detention area; and • Roosevelt Park, when that park was redeveloped The 32nd Street site did not work out as the two uses could not mix. We then began looking for other possible sites and investigated several suggestions from different people, and identified three possible sites: • A 4.88 acre site on East 12th Street across from Art Pape Transfer that belongs to A.Y. McDonald Manufacturing; • A 4.08 acre site on Terminal Street next to the south floodwall walking path, that is City-owned property; and • The area at Dodge and Bluff Streets that is IDOT property. This is the least attractive site as noise may be an issue. All three sites were submitted in the FY 2009 to FY 2013 C.I.P. budget proposal and are working their way through the process. We are waiting for EPA approval on the 12th Street site. Discussions to date seem positive but final approval has not been received. The people at A.Y. McDonald Manufacturing are very supportive and willing to lease the land to the City when approval is given. With EPA approval, the A.Y. site could be ready when funding is available; the Terminal Street site can be ready to develop when funding is available; and the Roosevelt Park site needs to go through a master planning process before budget requests can be made.
