Van Milligen, City Manager SUBJECT: Every Child/Every Promise Initiative DATE: December 13, 2007 The Every Child/Every Promise initiative is moving along well and a summit is being planned for the first quarter of 2008. Mississippi Valley Promise will have the charge of implementing the results of the Every Child/Every Promise process. I serve on the Board of Directors of Mississippi Valley Promise. The City Council has designated Every Child/Every Promise as a priority. The Five Promises are: • Caring adults • Safe places and constructive use of time • Healthy start and healthy development • Effective education for marketable skills and lifelong learning • Opportunities to make a difference through helping others Currently Mississippi Valley Promise is a volunteer organization. They are raising $250,000 to provide operating funds over the next three years. I respectfully recommend Mayor and City Council approval of a commitment of $25,000 per year for three years towards this $250,000 goal. This initiative will culminate in early 2008 with the delivery Steven Cornelius and roll out of a Growth Chart for youth in our community. Jane Steele Executive Director Every Child Every Promise will engage with public, private, and nonprofit resources/organizations to ensure the successful implementation of the Strategic Plan. This will require a full time effort from our organization which is currently operating from the generosity of many volunteers. As such, we are seeking three year commitments for a total of $250,000 to fund the goals outlined above and to execute the Strategic Plan for delivering the 5 Promises to Youth in our community. The majority of the funding we are seeking will be to support a full time Executive Director and the necessary expenses for he/she to function effectively. We are requesting a three year commitment from the City of Dubuque for a total of $75,000 towards this effort. We have already secured commitments from the private and non-profit sector as follows; A strong partnership with the Community Foundation of Greater Dubuque which includes $30,000, plus in kind office space and staff support, A commitment from a local bank for $30,000 plus in kind support for marketing the Community Growth Chart and Strategic Plan. We have a strategy in place to secure the remaining needed funding to meet our goal from the private sector, which includes the commitment described above from the City of Dubuque.
