Van Milligen, City Manager FROM: Gus Psihoyos, City Engineer � .- SUBJECT: Bee Branch Flood Control Pumping Station Gates and Primary Electric Service Replacement Project (Phase V of the Bee Branch Watershed Flood Mitigation Project), Request for Proposals for Consulting Engineering Services CIP# 3402608 DATE: July 13, 2015 INTRODUCTION The purpose of this memorandum is to request permission to proceed with the issuing of a request for proposals for design and engineering services for the Bee Branch Flood Control Pumping Station Gates and Primary Electric Service Replacement Project (Project). BACKGROUND The flood gates were installed in the 1950s and modified by the U.S. Army Corps of Engineers (USACE) for the Dubuque's Flood Mitigation System, the John C. Culver Floodwall, in the early 1970s. The 16th Street Detention Basin discharges into a cutoff channel of the Mississippi River through twin 12-foot by 12-foot concrete box culverts under normal river stages. When the Mississippi exceeds flood stage, the flood gates are closed to prevent the Mississippi River from flooding the landward side of the floodwall/ levee system. DISCUSSION The improvements include the replacement of the flood control gates, repair of the concrete gate structure and concrete wing walls, installation of check valves on the pump discharges, and installation of new air release valves at the Mississippi River floodwall's Bee Branch pumping station. The project also includes the replacement of the pumping station primary electrical service. A Request for Proposals (RFP) from consulting engineering firms is under development. The intent is for the City to hire an engineering firm to develop the design and all construction documents necessary for review and approval by the U. S. Army Corps of Engineers (USACE), along with documents necessary for the public bidding of the Project. The estimated design and engineering budget for this phase of the project is between $150,000 and $200,000. In addition to myself, I propose that the proposal review committee that would make a recommendation for consideration will consist of Steve Brown, Deron Muehring, John Klostermann, and Don Vogt. RUDGETIMPACT The FY2015 CIP budget includes $300,000 for the engineering & design services required for the project. This would provide funding for the development of the construction plans, as well as, engineering services during construction of the improvements. The FY2016 CIP budget includes $1,800,000 to actually construct the improvements. ACTION REQUESTED I respectfully request approval to release a Request for Proposals and the establishment of the proposal review committee as proposed. Attach.
