Dear Mayor and City Council Members: The City of Dubuque Zoning Advisory Commission has reviewed the above-cited request. The application, staff report and related materials are attached for your review. Discussion The applicant, John Gronen, spoke in favor of the request, reviewing the Master Plan for the restoration and re-use of St. Mary's Church, rectory and school. The proposed improvements to the entire campus were reviewed, including interior green space, landscaping, and remote parking. Mr. Gronen stated he anticipated the project would take two to three years to complete. Staff reviewed the staff report, reviewing the permitted and conditional uses allowed in the Office Commercial zoning district, the increase in green space on the property, and that the applicants are working with the City to vacate the alley that currently is platted through the property. Planning staff reviewed that the property had sufficient parking credits to satisfy the Unified Development Code requirements for off-street parking. Staff noted the OC District was created with the intent of encouraging adaptive re-use of older buildings. There were no public comments. The Zoning Advisory Commission discussed the request, noting the request is a positive for the neighborhood and a great adaptive re-use of the property. Recommendation By a vote of 7 to 0, the Zoning Advisory Commission recommends that the City Council approve the request. The property continued to be used as a church and school campus until recently. The building at 1561 Jackson Street immediately adjacent to the subject property was rezoned and converted to a residential shelter in 2000, and another campus building at 1501 Jackson was rezoned to Office Residential in August 2014 to be converted to 12 apartment units. Physical Characteristics: The subject property is approximately 26,000 square foot in size and encompasses the entire block between 15tp& 16th Streets along White Street. Concurrence with Comprehensive Plan: The Comprehensive Plan encourages mixed-used areas but also recommends that incompatible uses be buffered from each other. The Future Land Use Map designates this area to be institutional use. Impact of Request on: Utilities: Existing utilities are adequate to serve the site. Traffic Patterns/Counts: IDOT average daily traffic counts indicate 4,590 vehicle trips per day on Jackson Street just north of the subject property, and 6,700 vehicle trips per day on Jackson Street just south of the subject property. Public Services: Existing public services are adequate to serve the property. Rezoning Staff Report— 1500 Block of White Street Page 2 Environment: Staff does not anticipate any adverse impact to the environment provided adequate erosion control and storm water management is provided during all phases of construction. Adjacent Properties: The subject parcel is bordered on three sides by single multi- family residential development and on the fourth side by office residential zoning that has been converted to a residential shelter and future apartments. The proposed rezoning to Office Commercial may increase the activity level on the property more frequently than when it was used for a church, but generally the number of people attending at one time should be less than the former use as a church and rectory. CIP Investments: None proposed. Staff Analysis: The applicant is proposing to rezone approximately a half-acre parcel located at the intersection of White Street and 15th Streets from R-2A Alternate Two- Family Residential District to OC Office Commercial District. The property currently accommodates the former St. Mary's Church and Rectory. The applicant has indicated that the church will be rehabilitated for use as a multi- purpose conference facility to host banquets, meetings, performances and exhibitions. The lower level of this building will be developed to house a licensed child day care and a culinary training facility that will also serve as a community kitchen. The rectory will be rehabilitated for use as office space and/or bed and breakfast inn that will work in conjunction with the church building conference facility. Staff has attached a copy of the OC Office Commercial District that outlines the permitted and conditional uses allowed. The applicant's proposed use of the rectory as a bed and breakfast inn or a childcare center in the basement of the church building would require a conditional use prior to those activities taking place. The Zoning Board of Adjustment reviews and approves conditional use permits. The applicant has provided a schematic design of how the campus could be developed in the future. The plan shows the Maria House that is in existence, the Jackson Street school building that will be converted to 12 apartments and then a courtyard/ amphitheater/performance space developed over the area currently occupied by the City's alley. The applicant has been working with City Engineering staff on vacation of the alley while maintaining adequate easements for existing utilities. The Office Commercial District is generally located in areas that have been developed or are appropriate to development as limited retail districts. The district is also intended to be located adjacent to established commercial districts and in historic or Rezoning Staff Report — 1500 Block of White Street Page 3 architecturally significant areas where the adaptive re-use of existing buildings is encouraged. Two properties that are currently zoned Office Commercial are Fountain Park on Asbury Road and the former Grandview Avenue Methodist Church. The former St. Mary's Church had a seating capacity of 855 occupants that included the main floor and choir loft. Based on parking requirements in the Unified Development Code, this amount of seating would have equated to 205 required parking spaces. The available parking for St. Mary's was located off the alley running between 15" and 16th Streets and in a remote parking lot at the southwest corner of 15th and White Streets. These areas provided a total of 32 off-street parking spaces. That equates to a parking credit of 173 spaces for the St. Mary's Campus. On-street parking is available on all the surrounding streets.
