Van Milligen, City Manager Gus Psihoyos, City Engineer FROM: Robert Schiesl, Assistant City Engineers SUBJECT: Southwest Arterial Project English Mill Road Reconstruction - Grading, Bridge & Paving Project Iowa DOT Project No. HDP-2100 (657)--71-31 DATE: July 13, 2015 INTRODUCTION The purpose of this memorandum is to provide the City Council with information for the Public Hearing on the Southwest Arterial - English Mill Road Reconstruction Project. BACKGROUND Through the continued collaborative partnership between the Iowa DOT staff and the City, the Memorandum of Understanding (or MOU for short), was formalized with a signing ceremony on August 9, 2013. As outlined in the MOU, the Iowa DOT and City, in joint cooperation, will Transfer the Jurisdiction of the Southwest Arterial from the City to the State in exchange for the Transfer of Jurisdiction of the Northwest Arterial (or Iowa 32), and portions of existing U.S. 52 / Iowa 3 through downtown Dubuque, from the State to the City. Additionally, the Iowa DOT proposed to re-routing of US 52 and utilization of the Southwest Arterial to carry a portion of re-routed US 52 traffic. The Transfer of Jurisdiction will occur after the Southwest Arterial is completed and open to traffic. Following the execution of the MOU, the City is continuing as the lead agency for the multiple project development phases for completing the Southwest Arterial and is responsible for completing the following improvement projects: Project Description Status Final Engineering Design Underway Right-of-Way Property Acquisition Underway Gas Pipeline Utility Relocation Underway North Cascade Road Reconstruction Completed English Mill Road Reconstruction Bid July 2015 Military Road Reconstruction Bid Spring 2016 When the City completes all the project phases listed above, it is expected that all of the City, County, and Federal funds obligated to the Southwest Arterial project will be fully expended. When the City completes all the project phases it is responsible for, the Iowa DOT will then take over as lead agency and will be responsible for all remaining costs associated with the completion of the Southwest Arterial, including grading, bridges, interchanges and highway paving. The first phase of construction, the North Cascade Road project was substantially completed November, 2013. The project provided for the reconstruction (grading, paving & bridge) and realignment of North Cascade Road which will allow the Southwest Arterial to travel under the new North Cascade Road Bridge. The second construction phase, the English Mill Road reconstruction project, is scheduled for bid letting in the July 2015 and will involve side road improvements that will allow the highway to travel under the new English Mill Road Bridge. The third construction phase, the Military Road reconstruction project, is scheduled for bid letting in the spring of 2016 and will involve side road improvements that will allow the highway to travel under the new Military Road Bridge. The City, Iowa DOT staff and the consultant design team are developing and finalizing the construction production schedule for construction of the main line Southwest Arterial between Highway 61/151 and Highway 20. The first construction project was let in June 2015 by the Iowa DOT for the box culvert structure at Granger Creek / Highway 61/151. The Menards frontage road project is scheduled for bid letting in December 2015. DISCUSSION The English Mill Road reconstruction project will be the second side-road reconstruction project administered by the City as part of the Southwest Arterial project. The project will provide for the reconstruction (grading, bridge and paving) and realignment of English Mill Road. Since English Mill Road will travel over the future Southwest Arterial, the project will also include the construction of a new bridge on English Mill. The realigned section of English Mill Road, which will cross over the future Southwest Arterial will be constructed to Iowa DOT rural roadway design standards which will include: 24-foot roadway; 8-foot paved shoulders; and 3:1 graded roadside foreslopes. The design team systematically reviewed each bridge structure on the Southwest Arterial Project and those on crossing side roads (North Cascade, English Mill, and Military Road). Each bridge location was evaluated for present and future bicycle and pedestrian use. It was concluded that the future English Mill Road Bridge (over the Southwest Arterial) would include a 14-foot wide separated sidewalk which would accommodate bicycle and pedestrian use. Other bridges will include a dedicated separated sidewalk or paved shoulder due to the location of the future bicycle and pedestrian trail that will be constructed as part of the four-lane phase of the Southwest Arterial. The project will be constructed while allowing through traffic at all times. A low speed on- site detour has been included in the project to accommodate local English Mill Road traffic during the bridge construction. Any future development and annexation of property into the City of Dubuque along English Mill Road which results in a transition of the roadway from the proposed rural section to a future urban section would require English Mill Road to be upgraded to meet city standards and specifications. Additional property outside of the existing English Mill Road right-of- way will be maintained to allow for roadway corridor improvements in the future. PROJECT SCHEDULE The project development schedule for the Southwest Arterial - English Mill Road Reconstruction Project is as follows: Iowa DOT Advertisement for Bids June 16, 2015 City Initiate Concurrence in Public Bidding Process July 6, 2015 City Publish Public Hearing Notice on Plans &Specifications July 10, 2015 City Public Hearing on Plans & Specifications July 20, 2015 Iowa DOT Receipt of Bid Proposals (Bid-Letting) July 21, 2015 City Award Construction Contract (Subject to Iowa DOT Approval) August 3, 2015 Iowa DOT Late Start Date April 4, 2016 Contract Completion Date 240 Working Days Completed Summer 2016 Historically in the past, with projects that are bid through the Iowa DOT in Ames, it has been the standard practice of the Engineering Department to coordinate the local public bidding process through City Council which would mirror the Iowa DOT bidding schedule. Typically, the standard practice would allow for a project to be brought before City Council for concurrence to initiate the bidding process through the Iowa DOT in Ames and a public hearing would be held prior to the State bid letting. Following the public hearing on July 20th, the City Council will be requested to concur in the award of the Improvement Contract at the August 3rd meeting, subject to Iowa DOT approval. This process is in full compliance with the Iowa Code public bidding requirements. RECOMMENDATION I recommend that the City Council approve the plans, specifications, form of contract and estimated cost for the Southwest Arterial - English Mill Road Reconstruction Project through the adoption of the enclosed resolution.
