In the Fiscal Year 2005 City of Dubuque Capital Improvement Program budget, there is
money to finish the downtown fiber optic loop that connects all City facilities to the City's
central computer system. The final connection to be made is from the Library to the
City Hall Annex.
The connection from City Hall to the Dubuque Law Enforcement Center is interfering
with the progress of the construction of the Dubuque Law Enforcement Center
Expansion Project. Dubuque County has agreed to give the City of Dubuque an
interest-free loan to complete the fiber optic loop this year, and then repay the loan in
Fiscal Year 2005, when the money was previously budgeted to be available. This is not
only in the best interest of the completion of the Dubuque Law Enforcement Center, but
also allows the City to implement the added safety factor that a looped system provides.
I respectfully request Mayor and City Council approval of this project, which will be
presented as part of a future budget amendment.

You identified the problem for me at the DLEC construction related to the City-owned
fiber optic cable. City of Dubuque Information Services Manager Chris Kohlmann has
investigated the situation and some potential alternatives.
I would ask Dubuque County to consider Alternative #4, which I would be willing to
recommend for City Council approval at their February 14 budget meeting. The City
would accelerate plans to complete a fiber optic loop for downtown public facilities by
running a new line from the Public Library to the City Hall Annex. The existing DLEC
building could be fed from the south and the line to the construction site to the north
would be removed until the construction is completed, then reinstalled. The new line
could be complete by March 5.
Dubuque County would be liable for a $5,000 - $10,000 cost to remove and reinstall the
line in the alley near the DLEC. In addition, the City would need an approximately
$40,000 no-interest loan to do the project connecting the Library with the City Hall
Annex, because it is not budgeted until FY2005. The City could pay that loan back on
July 1,2004.
If there are any other options available, I would be more than happy to discuss them.

BACKGROUND
The City was recently made aware of the need to move fiber optic cable that runs in
the alley behind the Dubuque Law Enforcement Center due to the construction of
the jail expansion. This fiber provides internet and e-mail access for City and County
personnel at the DLEC, Information Services access to DLEC for server and data
communications support and Police access To server resoumes located at City Hall
Annex.
The fiber optic cable that enters DLEC is a part of a fiber ootic backbone serving
City Hall Annex, City Hall, Fire HQ, the three Parking Ramps, Harbor View (Legal
and GDDC), Carnegie Stout Public Library, Operations and Maintenance. Water
Distribution and Five Flags. The use of fiber on the backbone includes intemet
access, telephone, server access and remote arm and card key control for the
City's three parking ramps. Since there is no redundancy in the current fiber
backbone, any break in the fiber loses the services for those end-users located after
the point in the break.
The City has funded network electronics (switches and cards) that provide much of
the high speed data communications for the DLEC at a cost of roughly $18,000.

The City also funds support for data communications at DLEC through a service
contract with Communications Engineering Corporation.
DISCUSSION
The following altematives were evaluated as. potential solutions for the relocation of
the fiber:
Alternative #1
Excavator moves the fiber and conduit and is released of liability if it is damaged.
o Advantages
· This alternative can be completed the quickest and for the least
amount of money
o Disadvantages
· Potential for damage to the fiber is high
· The City will be responsible for 100% of the repair charges if the fiber
is damaged
· If the fiber is damaged the network segment will need to spliced
creating potential network degradation
· The City's maintenance contract with our network services provider
CEC could be comprised by allowing an excavator to do this work
· Phone service would be immediately lost and'unavailable until repaired
for all three parking ramps, Legal staff, Water Distribution, 5-Flags and
Carnegie Stout Public Library.
· Arm access and card key operations would be unavailable at the
parking ramps
· The first move of the fiber is a "throw away" since the fiber will need to
be moved again
· If the fiber is damaged, downtime for end-users would be 2-4 days
depending on the severity of damage and steps needed for repair. Of
most concern is "marginal" damage that could occur dudng the move.
This type of damage may appear as intermittent problems in telephone
and data communications.
Alternative #2
Fiber is back-pulled and re-muted in a temporary conduit underground away from
the current construction area and then moved later to it's final location.
o Advantages
· Offers a safer solution than altemative #1 for the fiber
o Disadvantages
· Potential for damage to the fiber dudng the back pull is possible but
unlikely
· The movement of the fiber will cause 2-3 days of downtime for
telephones, internet and server access for the three Parking Ramps,
Legal staff, 5-Flags, Water Distribution, Operations and Maintenance
(data only) and Carnegie Stout Public Library

· DLEC City and County users will lose intemet and e-mail access for 2-
3 days
· DLEC City users will lose legacy server access for 2-3 days
· Card key operation at the parking ramps will be down for 2-3 days
· The first move of the fiber is a "throw away" since the fiber will need to
be moved again - end users will experience 2 "down times" for each
move disrupting phones and data communications
Alternative #3
Fiber is back-pulled and re-routed aerially in a temporary conduit above ground
then moved later to it's final location.
o This option can't be done since the fiber installed is not certified for an aerial
run
Alternative #4
Fiber is run from Carnegie Stout to City Hall Annex creating an alternate route for
the fiber, fiber is back pulled from the current run at the DLEC and coiled in the
manhole out of the way of construction and then reconnected when feasible based
on the construction schedule.
o Advantages
· Offers a safer solution that alternative #1 for the fiber
· Has no 'throw away" work
· Offers no downtime for City or DLEC end-users
· The fiber is out of "harms way" dudng construction and will not be
moved until construction of the jail is complete
Disadvantages
· The potential for damage to the fiber during the back pull is possible
but unlikely
· The City currently has no funds available to complete this work. This
work is in our budget to be completed in Fiscal Year 2005
RECOMMENDATION
Based on the alternatives considered, the safest option for the fiber, no downtime
for end-users and the best investment of dollars is Alternative #-4; installing the
altemative fiber run from Camegie Stout Public Library to City Hall Annex and back
pulling fiber from DLEC. The fiber would be re-installed at a later date as
construction is completed on the jail. The total cost of this option is $37,000. A
quote for doing this work from Communications Engineering is attached, if fiber is
ordered immediately it can be here by February 25, 2002 with installation
commencing February 26, 2002. Termination and testing of the fiber will be
completed by March 5, 2002.
