Van Milligen, City Manager SUBJECT: Amendment to the Collective Bargaining Agreement between the City of Dubuque and Teamsters Local Union No. 120 (Bus Operators) DATE: August 24, 2015 Personnel Manager Randy Peck recommends City Council approval of an amendment to the Collective Bargaining Agreement with Teamsters Local Union No. 120 (Bus Operators). This amendment will permit part time employees who are receiving health insurance under the Affordable Care Act to work 1716 or more hours from December 1, 2014 through November 30, 2015, and remain part time employees and continue to receive the benefits that are provided to part time employees. This amendment will permit part time employees who are receiving health insurance under the Affordable Care Act to work 1716 or more hours from December 1, 2014 through November 30, 2015, and remain part time employees and continue to receive the benefits that are provided to part time employees. The requested action is for the City Council to approve a motion authorizing you to sign the Amendment. RP:Imh Attachment cc: Maurice Jones, Economic Development Director Candace Eudaley, Transit Manager Jodi Johnson, Transit Operations Supervisor TO THE COLLECTIVE BARGAINING AGREEMENT 1 BETWEEN THE TEAMSTERS LOCAL UNION NO. 120 (BUS OPERATORS) AND THE CITY OF DUBUQUE, IOWA The parties hereby agree to amend Article XXV, Part Time Employees, of the Collective Bargaining Agreement dated July 1, 2014 to June 30, 2017: Part time employees who are receiving health insurance under the Affordable Care Act may work in excess of the annual hours limit of 1716 hours from December 1, 2014, through November 30, 2015 and shall remain part time employees. The affected part time employees shall be entitled only to the benefits set forth in Article XXIII, .Grievance Procedure and to the benefits and pay set forth in the applicable section of the following articles: Article IV, Union Negotiating Committee; Article V, Union Dues Deduction; Article VIII, Funeral Leave; Article XII, Jury Duty; Article XIV, Casual Day; Article XVI, Holidays; Articles XXI, Uniforms; Article XXII, Training Assignment; Article XXIV, Wage Plan; Article XXVI, Job Posting; and Article XXVII, Fair Share Fees. Except as provided herein, the affected part time employees shall not accrue or receive any other benefits, pay or privileges granted by the collective bargaining agreement or be subject to any other provisions of the agreement.
