SUBJECT: Request to Create One Additional Parking System Technician Position
and Eliminate One Laborer Position
DATE: August 31, 2015
Effective September 5, 2015, there will be a vacancy in a full-time Laborer position in
the Parking Division. Parking System Supervisor Tim Horsfield recommends the
position of Laborer be replaced with a Parking System Technician position. In order to
implement the recommendation, Personnel Manager Randy Peck recommends the City
Council approve a motion creating one additional Parking System Technician and
eliminating one Laborer position in the Parking Division.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

support Tim's recommendation. In order to implement the recommendation I request

Subject: Position Re-Classification Laborer to Parking System Technician
As you know, one of the budgeted laborer position FTE's has submitted their resignation
effective September 4, 2015. As I have done in the past, I have evaluated the current
position, and the current and future needs of the department. We have two other staff with
that title. In the past we have been sort of adjusting these positions in that the needs for the
department staffing have become more technical division wide, and a more technical
knowledge base is required and also provides for the redundancy in coverage that is required
do to the increased usage of facilities in the evening hours especially with the DITC coming
on board here in a day or two.
Currently I have two other Parking System Technician positions that were upgraded from
either a Meter Service Worker or Laborer position. It is prudent to upgrade this position to
again reinforce the 24-7 coverage that is required for this equipment though be it that some of
this coverage is "on-call". It is still tough to keep that coverage with only two. The Laborer
position pay grade is GD-04 starting at $20.74/hr and topping out at $23.28. The proposed
position starts at GD-08 $22.00/hr and tops out at $24.72. The person resigning is at Step F
and most likely the new person would come in somewhere under that rate, offsetting the
annual budget increase initially. But this is about quality service to the public within a system
that has become highly technical over the past 5 years for sure.
I believe that reclassification of this vacant position from a Laborer position to Parking System
Technician is in the best interest of the Parking Division and the service provided our
customers. We currently have a Parking System Technician Civil Service Test in effect for
the position of Parking System Technician.
I am aware that this adjustments required City Council action and I am asking for your
approval, the City Manager's subsequent approval and then final approval by the City
Council.
