Dr. Heyo Tjarks has approached the City about Dubuque hosting an Iowa Mission of
Mercy Dental Clinic sponsored by the Iowa Dental Foundation.
The Iowa Mission of Mercy is held in a different location each year. Past communities
that have hosted the event have included Newton, Cedar Rapids, Sioux City, Davenport
and Des Moines. Council Bluffs is the 2015 location. Leisure Services Manager Marie
Ware and Public Health Specialist Mary Rose Corrigan are recommending the City
support this event coming to Dubuque.
The event is staffed by volunteer dental hygienists, oral surgeons, dentists, pharmacists
and more. There are over 1, 000 volunteers which include about 120 dentists. Their
services are offered free to everyone that comes to the clinic. In Waterloo they
performed 6,100 procedures for 1,102 patients at a value of$770,000 of dentistry work.
They perform oral surgery, root canals, anesthesia, sterilization and more and have a
lab for prosthetic appliances.
The Foundation found Five Flags facility met the physical requirements. The dates
determined acceptable to the Foundation and SMG staff are September 21st through
24th, 2016. September 21st would be move-in with the clinic being held the 22nd and
23rd and move out on September 24th. They will use all areas of Five Flags and the
Theater to run the event. The entire facility will then not be available for other rentals
during these four days.
They require adequate free parking for patients and volunteers, estimated at 2,000 cars.
Parking System Supervisor Tim Horsfield believes this is available.
The facility is required to be a free rental. As the sponsoring agency for the event, the
City would be renting Five Flags at a cost of $13,732.25. The rental fees would be paid
in FY17 as the event is in September of 2016. This means no money is currently
budgeted. It would be an improvement package in FY17. There is a requirement that
PVC pipes be set up for sanitary sewer for sinks at stations. Other cities have worked
with their local plumbers and pipefitter union.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of this memo is to share information related to the Iowa Mission of Mercy
Clinic sponsored by the Iowa Dental Foundation.
BACKGROUND
In October of 2014 you shared information from Dr. Tjarks about the Clinic as it had
been held in Waterloo that year for the second time. Dr. Tjarks requested of you
Dubuque's consideration to host the event. Mary Rose Corrigan and I met with Dr.
Tjarks to discuss details of the event and what commitments are necessary to host it in
Dubuque. The Iowa Mission of Mercy is held in a different location each year. Past
communities that have hosted the event have included Newton, Cedar Rapids, Sioux
City, Davenport and Des Moines. Council Bluffs is the 2015 location.
The event is staffed by volunteer dental hygienists, oral surgeons, dentists, pharmacists

next step would be to meet with SMG staff regarding use of Five Flags for the event.
The requirements were shared and SMG staff has been working with the Iowa Dental
Foundation. Recently two representatives of the Foundation came to Five Flags to
review the facility to make sure it can work for the clinic. They will use all areas of Five
Flags and the Theater to run the event. The entire facility will then not be available for
other rentals.

DISCUSSION
The requirements are attached to this memo. The Foundation found Five Flags facility
met the physical requirements. The dates determined acceptable to the Foundation and
SMG staff are September 21 st through 24th, 2016. September 21 st would be move-in
with the clinic being held the 22nd and 23rd and move out on September 24th. The
Foundation is working with the Holiday Inn next door on lodging and catering.
They require adequate free parking for patients and volunteers, estimated at 2,000 cars.
A meeting was held with Tim Horsfield and he said that would not be a problem.
The facility is required to be a free rental. The equipment, power and water require-
ments have been reviewed by SMG staff. We would borrow air compressors from Public
Works. I have talked with John Klostermann to secure approval to use them for the
event. There is a requirement that PVC pipes be set up for sanitary sewer for sinks at
stations. Other cities have worked with their local plumbers and pipefitter union. I have
the contact and will send them a request for their consideration. In other cities they have
provided the PVC pipe and the labor.
I met again with SMG now that they had the details of the event and had the walk-
through with the Dental Foundation. As the sponsoring agency for the event, the City
would be renting Five Flags.
As you will see in the attached proposal the estimated rental is $13,732.25. This rental
has been carefully planned for direct expense only. The SMG staff has looked at each
area of use and the requirements as outlined on the attached requirements. Due to this
event Five Flags would not be available for any other rentals for three days in the entire
Center and Theater and for two days for setup in specific areas.
The rental fees would be paid in FY17 as the event is in September of 2016. This
means no money is currently budgeted. It would be an improvement package in FY17.
There are a few other outstanding details to work out that might impact a total for the
request but I do not see them as significant. (I thank you for signing the proposal as
that allows us to keep moving forward with the planning.)
Dr. Tjarks shared a few stories of how this event changes lives. To offer this event to
our community and surrounding area will have a significant impact on those who have
dental care needs that have not been met.
RECOMMENDATION
This memo is for informational purposes. Submittal of an improvement package would
be in the FY17 budget process.

This estimate of expenses is contingent on the City of Dubuque petitioning the local unions for labor and materials
related to this event's requirements.If no entity agrees to partner for the event then the city will be billed for
expenses Five Flags incurs in securing for the vacuum system.The City also agrees to provide two air compressors
and diesel fuel as per event requirements(see Exhibit A).
