ARTS AND CULTURAL AFFAIRS ADVISORY COMMISSION
July 28th, 2015
Lacy Board Room, Carnegie Stout Public Library
The meeting was called to order by Chair Sue Riedel at 4:40 p.m. following
staff assurance of compliance with the Iowa Open Meeting Law.
Commissioners present: Katherine Kluseman, Marina O'Rourke, Sue Riedel,
Ellen Henkels and Gina Siegart.
Staff present: Debra Alleyne
APPROVAL OF MINUTES of June 23`d 2015: O'Rourke made a motion, second
by Henkels to receive and file the minutes. Motion carried 5-0%k
NEW BUSINESS
1. Score sheet comments and suggestions for improving future grant
applications
As discussed in the previous meeting on June 23rd the commission
decided to produce and submit summations of positive and negative
feedback from the grant submissions. Riedel and Henkels submitted hard
copies of their recommendations and Kluseman, O'Rourke and Siegart
indicated that their copies would be forthcoming via email. All
commissioners present discussed redefining the description of"Special
Projects" but came to no final conclusion but decided to table the
discussion till they met with the Lord Cultural Services consultants
retained by the City of Dubuque.
2. Vacant Commission seat
Henkels indicated that she knew of one person that was interested and
had already submitted their paperwork to the city for approval. Alleyne
enquired as to how the position is usually publicized and how the
commission would like to proceed. Kluseman directed Alleyne to the link
where specific criteria for the position was located. Kluseman and
Henkels both recommended approaching individuals and using the city
website.
3. Discuss city survey
Alleyne informed the commission that a survey seeking to create a
catalog of arts and cultural services available to the citizens of the city
was now available on the city website and on the Arts and Cultural Affairs
Facebook page. At this time Alleyne urged the commissioners to share
take the survey on behalf of their organization. Riedel mentioned that in
her attempt to complete the survey she came across questions that didn't
apply to her organization. Kluseman also urged the commission to share
he survey with as many other arts organizations as they knew.
4. Master Plan Update
Alleyne update the commission about the status of the master plan. The
consultants had delivered their first report on July 24th and scheduled
their next visit for August 17th to 21 st. Prior to their visit, the consultants
wanted to launch a survey that encompassed all citizens of the city of
Dubuque to assist in their research efforts. Alleyne advised the
commission to select a day and time to meet with Lord Cultural Services
consultants before the other meeting are scheduled. Kluseman
volunteered to inform Inclusive Dubuque of the visit. Siegart
recommended publicizing the visit to ensure that the community has the
ability to participate and the press were aware of the process and
purpose of the visit.

6. Election of officers for upcoming year
Riedel thanked the commission for a great term as Chair of the
commission and recommended that the vote for new officers commence.
Siegart nominated O'Rourke for Chair and Henkels seconded motion.
Motion carried 4-0. Siegart nominated Kluseman for vice chair and
Henkels+ seconded the motion. Motion carried 4-0. Kluseman nominated
Siegart as secretary Henkels seconded the motion. Motion carried 4-0.
The new positions will come into effect at the next meeting.
6. Update on Grant Reports
Alleyne updated the commissioners on the new grant reporting system.
She said that it would be launched the next day and that all documents,
photos and commentary would be able to be exclusively submitted online
on the city of Dubuque's website.
7. Calendar for upcoming year
Kluseman gave O'Rourke and Alleyne a copy of last year's calendar as a
sample and O'Rourke and Alleyne will create a calendar together.

ADJOURNMENT— Siegart made a motion to adjourn, second by O'Rourke.
