Human Rights Director Kelly Larson is transmitting information that on September 16,
2015, the Corporation for National and Community Service recognized the Dubuque
National Service Partnership with an award in honor of retired Senator Tom Harkin.
Iowa Campus Compact nominated the Dubuque National Service Partnership for the
award, which recognizes high quality and innovative AmeriCorps programs. This is the
second recognition received by the Dubuque National Service Partnership: in 2013,
Governor Branstad recognized the Dubuque National Service Partnership with the Iowa
Non-Profit Collaboration Award for outstanding efforts to engage volunteers to impact
complex social and economic needs.

RE: Dubuque National Service Partnership Receives Harkin Award
On September 16, 2015, the Corporation for National and Community Service
recognized the Dubuque National Service Partnership (DNSP) with an award in honor
of retired Senator Tom Harkin. Iowa Campus Compact nominated the DNSP for the
award, which recognizes high quality and innovative AmeriCorps programs. This is the
second recognition received by the DNSP: in 2013, Governor Branstad recognized
DNSP with the Iowa Non-Profit Collaboration Award for outstanding efforts to engage
volunteers to impact complex social and economic needs.
The DNSP is a significant partnership between higher education, local non-profits,
philanthropy, and government. Loras College and Iowa Campus Compact convened
the group in 2011 , as a partnership between Dubuque national service programs and
their host sites. The goal is to draw on multiple AmeriCorps resources to collectively
impact poverty. DNSP uses Days of Service and other events to educate the public
about community needs and opportunities to serve in areas of need, while
simultaneously focusing on improved business processes within organizations and
improved outcomes for families served.
Of note, in 2013 several DNSP partners and Iowa Campus Compact collectively
leveraged VISTA members to: provide financial literacy services to 257 citizens, provide
job training to 194 citizens, mobilize 1 ,801 volunteers, and expand the organizational
capacity of 60 non-profits. Three non-profit partners directly served by VISTA delivered
these outcomes related to economic opportunity in 2013-14: 1) 83% of clients in a
homeless program moved to permanent housing, 46% increased mainstream benefits,
and 28% increased cash income; 2) $248,187 in federal Earned Income Tax Credit
dollars and $34,897 in state EITC returned to families in the community; and 3) 70% of
clients in the Circles Program for 18 months were employed, 55% were enrolled in
education, and 12% earned certificates or degrees.
Loras College President Jim Collins traveled to Washington, D.C. to accept the award.

The Dubuque National Service Partnership (DNSP) began in 2011 as a partnership between Iowa
Campus Compact, Loras College,three local nonprofits, and the city of Dubuque in order to strengthen
individual efforts through National Service in order to serve Dubuque citizens living in poverty.
This partnership leverages the collective impact of Higher Education, local nonprofits, city
government, and state government through National Service to focus volunteers on building
economic opportunity in the Dubuque community.

The DNSP was recognized as a Special Partnership Honoree due to its ability to leverage National
Service programs in orderto serve Dubuque citizens living in poverty.
