INTRODUCTION
The purpose of this memorandum is to explain the process of the Clean Marina
Certification which was recently awarded to the Port of Dubuque Marina, making it the
first Certified Clean Marina in Iowa.
BACKGROUND
Obtaining the designation of a Certified Clean Marina has been a goal of the Port of
Dubuque Marina since opening in June of 2013. After discussions with the Association
of Marine Industries and the Iowa Department of Natural Resources we discovered that
Iowa has not developed a Clean Marina Certification process. City staff began research
neighboring state's Marine Associations to help with the Clean Marina Certification
process. As a result we partnered with the Wisconsin Marine Association (WMA).
DISCUSSION
In December of 2014 Ben Alden met with representitives from the Wisconsin Marine
Association to sign a pledge statement and discuss the certification process. Prior to
opening the Port of Dubuque Marina that spring, City Staff completed a self assessment
of the facility which included design and maintenance, stormwater management,
petroleum control, sewage handling, waste management and marina management.
Examples and relevant documents from each category were compiled and sent to
representatives of the WMA for review. Changes and adjustments to existing
documents and procedures were then recommended by the WMA, and a formal site
visit was scheduled for spring.
The Wisconsin Clean Marina Program Coordinator visited the Port of Dubuque Marina
in the spring of 2015. The site visit included a thorough walk through of the parking lots,
fuel dispensing system, waste management system, Marina store, docks and National
Mississippi River Museum Campus. Documents which were required included staff

training records, policies, emergeny procedures, stormwater maps and fuel dispensing
system reports.
The Program Coordinator was very impressed with the overall design and execution of
the Port of Dubuque Marina facility. Some minor changes and additions to policy and
signage were recommended, and were subsiquently submitted.
The WMA Technical Team conducted a meeting to review all documents and testimony
relevant to the Port of Dubuque's Clean Marina Certification. Final approval among the
technical team was unanimous, and the Program Coordinator was very excited to
announce the Port of Dubuque Marina as the first out of state Clean Marina to be
certified by the WMA. A certificate and flag will be presented at the next WMA
Conference, scheduled for mid December, 2015. Staff will schedule a presentation to
the City Council during one of the January City Council meetings.
This would not be possible without the help of staff from City Departments including
Public Works, Engineering and the entire Leisure Services Department.

This is an informational memo requesting no action. The purpose is to explain the
process required to award the Port of Dubuque Marina as Iowa's first Certified Clean
Marina.
