Sustainable Community Coordinator Cori Burbach is transmitting Mayor Buol's letter of
commitment to join the Compact of Mayors.
By submitting the letter, Mayor Buol commits the City of Dubuque to achieve the
following within three years.
• Complete a greenhouse gas inventory and assessment of climate hazards, and
report on both via the Carbon Disclosure Project within one year and two years,
respectively. While the City of Dubuque does have an existing greenhouse gas
inventory, the most recent numbers are from 2011; the inventory should be
updated.
• Create a greenhouse gas reduction target within one year. This step is fulfilled
via the 50% by 2030 plan.
• Complete a climate vulnerabilities assessment within two years.
• Establish a strategic plan to address greenhouse gas reduction and climate
change adaptation within three years. The 50% by 2030 plan fulfills the
greenhouse gas reduction plan requirements, but the climate change adaptation
plan will need to be completed.
It is not yet known whether City staff can complete the items mentioned above alone, or
whether consultants would need to be hired to assist in creation. If it is determined
hiring a consultant is necessary, that would be included in a future budget request.

INTRODUCTION
The purpose of this letter is to share with the City Council Mayor Buol's commitment to
join the Compact of Mayors.
DISCUSSION
The Compact of Mayors was launched by Michael Bloomberg at last year's UN Climate
Summit. Although many cities, including Dubuque, have made ambitious commitments
to climate resiliency, such as the 50% by 2030 Community Climate Action Plan, the
global community is still relatively unaware of the power of local communities. The
Compact of Mayors was created to solve this problem.
The Compact of Mayors aims to make city contributions more visible and their impact
quantifiable through common, internationally recognized standards. The Compact
exists in tandem with the US National Mayors Climate Action Agenda and Resilient
Communities for America (RC4A).
By submitting the attached letter, Mayor Buol commits the City of Dubuque to achieve
the following within three years.
• Complete a greenhouse gas inventory and assessment of climate hazards, and

Dear Compact of Mayors Secretariat,
I hereby declare the intent of the city of Dubuque, Iowa to comply with the Compact of
Mayors, the world's largest cooperative effort among mayors and city leaders to reduce !,
greenhouse gas emissions, track progress, and prepare for the impacts of climate
change.

The Compact of Mayors has defined a series of requirements that cities are expected to
meet overtime, recognizing that each city may be at a different stage of development
on the pathway to compliance with the Compact.
I commit to advancing the city of Dubuque along the stages of the Compact, with the
