Minutes_Community Development Advisory Commission 9 16 15 COMMUNITY DEVELOPMENT ADVISORY COMMISSION MEETING UNAPPROVED MINUTES DATE: Wednesday, September 16, 2015 TIME: 5:30 p.m. PLACE: Housing and Community Development Department 350 W. 6th Street, City Council Chambers — 2nd Floor, Dubuque IA 52001 Chairperson Michelle Hinke called the meeting to order at approximately 5:30 p.m., following staff assurance of compliance with Iowa Open Meeting Law. Commissioners Present: Janice Craddieth Tom Wainwright Rob Blok Theresa Caldwell Michelle Hinke Sister Paula Maloy Rev. Lindsay James Staff Present: Brenda Henry Erica Haugen Jerelyn O'Connor Kris Neyen Alvin Nash Certification of Minutes: Theresa Caldwell suggested to change to the meeting minutes from the last meeting to reflect Theresa Caldwell as being absent from that meeting. Commissioner Maloy moved to approve the August 26, 2015 Commission meeting minutes. Commissioner Wainwright seconded. Roll call. All present in favor. Motion passed. Correspondence / Public Input None Old Business None New Business 1. Public Hearing for the National Disaster Resiliency Competition. Commissioner Caldwell motioned to open for public hearing. Commissioner Maloy seconded. Roll call. All present in favor. Hearing opened to the public. Let the record reflect there was no public present. Erica Haugen explained the National Disaster Resiliency Competition Application. If awarded, this grant is to be made available to residents of Dubuque who have suffered flood damages. The housing portion of the application is for $11 .3 million dollars to repair approximately 400 structures. Repairs vary depending on the property, but it will be done with a healthy homes approach. Commissioner Blok motioned to close the public hearing. Commissioner Craddieth seconded. Roll call. All present in favor. No public comment was received. Hearing closed. 2. Public Hearing for the Consolidated Annual Performance and Evaluation Report (CAPER) Commissioner Caldwell motioned to open for public hearing. Commissioner Blok seconded. Roll call. All present in favor. Hearing opened to the public. Let the record reflect there was no public present. Erica Haugen presented to the Commission information on the Consolidated Annual Performance and Evaluation Report (CAPER). Staff Haugen reviewed the Unapproved Minutes of Community Development Advisory Commission September 21, 2015 Page 2 expenditures and accomplishments of the Community Development Block Grant Program. A Draft of the CAPER is available at the Housing & Community Development office, or online. Commissioner Blok motioned to close the public hearing. Commissioner Craddieth seconded. Roll call. All present in favor. Hearing closed. Commissioner Maloy motioned to forward the CAPER on to the City Council. Commissioner Caldwell seconded. Roll call. All present in favor. Reports Housing Commission Report — No reports from the Housing Commission. Neighborhood Development — Jerelyn O'Connor informed the Commission the deadline for Make a Difference Day has been extended through September 30, 2015. They are currently soliciting homes to assist seniors or persons with disabilities or others that just need a helping hand with this service project. She also talked about the public and community Stop the Violence gathering held on September 6. That rally had over 500 people participating. Housing & Community Development Reports — Staff Kris Neyen updated the Commission on the housing projects. 767 University is looking to be sold to Habitat for Humanity. The City started a 21 year restricted covenant agreement requiring 21-year owner occupancy on any property the City sells. 1501/1503 Bluff received an offer to buy. 2300 Jackson is being rehabilitated and there is interest from a Housing Choice Voucher participant. 2056 Washington is for sale. We are continuing to work with the developer on 396 W. Locust. The property at 321/323 W. 22nd is being turned over to the engineering department for deconstruction. 2300 Washington is the new Habitat house. 1598 Washington is going to be part of the OATH program and a police officer will occupy the property. 1513 Washington has ongoing rehab. 2073 Jackson is for sale. The Rehabilitation activity will be doing a mailing to Housing Choice Voucher Participants to increase awareness of homeownership opportunities. 2139 Jackson is for sale. 396 E. 16th Street has been obtained through a court order and the property is being deconstructed. The Rehab Department is applying for $147,000 of IFA (Iowa Finance Authority) funds. Information Sharing Adjournment There being no further business to come before the Commission, Commissioner Craddieth moved to adjourn. Commissioner James seconded.
