Acting Chair Schwendinger called the meeting to order at approximately 7:35 a.m. following
staff assurance of compliance with Iowa Open Meeting Law.

Oath of Office:
Doris Hingtgen read her Oath of Office and signed it for another three year term.
Jim Holz read his Oath of Office and signed it for another three year term.
Certification of Minutes: May 14, 2015 Housing Trust Fund Advisory Committee Meeting
Amy Eudaley motioned for the minutes to be accepted. John Walsh seconded. Roll call. All
others in favor. Motion passed.
Correspondence / Public Input

Expiring Commissioner Terms/Re-appointments
Sr. Dorothy Schwendinger was acting as Chairperson of the Committee. Jim Holz had
resigned from the committee but has since been reappointed as an At-Large Committee
member. Committee member John Walsh moved to appoint Jim Holz as Chairman of the
Committee. Doris Hingtgen seconded the motion. All others in favor. Motion passed. Jim
Holz has been appointed as the Chairman of the committee.
Old Business
Update on Rehab and Trust Fund Activities
Kris Neyen updated the Committee on the Trust Fund activities. Kris explained the IFA
funding expenses in detail. Kris explained the new proposed Washington Neighborhood
Program guidelines, explaining that instead of just receiving $10,000 for Homebuyer
Assistance, there would be $25,000 made available for households under 30% median income
at a 35 year term, $20,000 loan for households under 50% median income for a 28 year term,
$15,000 for households under 80% median income for a 21 year term and for $10,000 for
households over 80% median income at a 14 year term. The median income used is the State
Housing Trust Fund (IFA) income guidelines. All loans would be at 0% interest. The purpose
for the change is to try to reach people that are below the 30% median income. Kris stated
that she is working with Teresa Bassler, the Assisted Housing Supervisor, to prepare a mailing
to all Housing Voucher participants eligible for the Housing Choice Voucher Homeownership
Program the new Program guidelines to try to increase awareness of this program. Jim Holz
suggested allowing households under the 30% median income to be able to move further out
of the neighborhood. Doris Hingtgen thought there may be a negative impression that the
families that qualify would only be able to afford homes within the targeted neighborhood. It
was suggested that any household under the 30% median income limit be allowed to purchase
a home anywhere within the City limits of Dubuque in an attempt to deconcentrate the low-
moderate income households from one segregated area. Kris was going to verify if this was
allowable. Jim Holz made a motion to say "If allowed by the grant, make the below 30% loans
eligible to homes City-wide," to add to the Application. John Walsh seconded. Roll was called.
Doris Hingtgen opposed. Roll call. All others in favor. Motion passed.
New Business
Public Hearing: FY2017 Housing Trust Fund Application
Jim Holz moved to open the public hearing. John Walsh seconded. Roll call. All other in favor.
Motion passed. Let the record show no public was present. Jim Holz moved to close the
public hearing. Amy Eudaley seconded. Roll call. All others in favor. Motion passed.
Kris explained the IFA Application and the attachments. One of the attachments is an
Ordinance modifying the Trust Fund Committee to consist of two Housing Commission
members and three members at large. Kris shared that the Lead grant has been refunded.
Alvin Nash explained the Resiliency grant application process. Kris explained to the
Committee about the 21 year restrictive covenant clause for all City-owned properties that are
single-family homes/owner occupied. Jim Holz motioned to approve and submit the IFA
Application. John Walsh seconded. All others in favor. Motion passed to submit the IFA
Application and all attachments.
Information Sharing
There was a discussion among the members about the recent Fair Housing diversity training
and their thoughts on said training.

There being no further business to come before the Committee, Jim Holz motioned to adjourn.
John Walsh seconded. Meeting was adjourned at approximately 8:30 a.m.
