Review and approve new Program Guidelines to include all unspent funds and program
income
Kris explained that she contacted our Trust Fund Rep and changing the Program Guidelines to
allow households with below 30% median income to purchase a property City-wide is allowed,
along with the other changes to the Program. However, because it wasn't discussed that any
unspent funds and program income be included to add city-wide opportunities for households
below 30% median income and the new program guidelines, it needed to be readdressed and
approved. Amy Eudaley moved to approve the new Program Guidelines to include unspent
funds and program income. Dorothy Schwendinger seconded. Roll call. All others in favor.
Motion passed.
Review and approve updated FY2016 Housing Trust Fund Application
The Housing Assistance Plan (HAP) that was prepared needed to reflect the new program.
The HAP has been updated to add the clause "for household <30% median income, the
property can be located anywhere within the City of Dubuque". The Committee also approved
that the new Program Guidelines would apply to any unspent funds from the old grants, as well
as program income. Dorothy Schwendinger moved to approve the FY2016 Housing Trust
Fund Application. Amy Eudaley seconded. All others in favor. Motion passed.
