Minutes_Housing Trust Fund Advisory Committee 9 21 15 UNAPPROVED MINUT OF THE HOUSING TRUST FUN ADVISORY CO MITT DATE: Monday, September 21, 2015 TIME: 7:45 a.m. PLACE: Housing and Community Development Department 350 W. 6th Street, Suite 312, Dubuque IA 52001 Chairman Holz called the meeting to order at approximately 7:45 a.m. following staff assurance of compliance with Iowa Open Meeting Law. Committee Members Present: Jim Holz via telephone Sr. Dorothy Schwendinger via telephone Amy Eudaley via telephone Committee Members Absent: John Walsh Doris Hingtgen Staff Present: Brenda Henry Kris Neyen Public Present: None Certification of Minutes: September 17, 2015 Housing Trust Fund Advisory Committee Meeting Amy Eudaley stated that the word "with" was missing on the 2nd page regarding to "Housing Choice Voucher Homeownership Program with the new Program...." Amy Eudaley moved to approve the minutes to be accepted with changes. Dorothy Schwendinger seconded. Roll call. All others in favor. Motion passed. Correspondence / Public Input None Expiring Commissioner Terms/Re-appointments It was discussed and clarified for the record that the last meeting was chaired by Acting Chair Dorothy Schwendinger due to Jim Holz just taking his Oath of Office and being appointed as the new Chair of the Committee. Jim Holz, is now the Chair of the Housing Trust Fund Committee. Old Business None New Business Review and approve new Program Guidelines to include all unspent funds and program income Kris explained that she contacted our Trust Fund Rep and changing the Program Guidelines to allow households with below 30% median income to purchase a property City-wide is allowed, along with the other changes to the Program. However, because it wasn't discussed that any unspent funds and program income be included to add city-wide opportunities for households below 30% median income and the new program guidelines, it needed to be readdressed and approved. Amy Eudaley moved to approve the new Program Guidelines to include unspent funds and program income. Dorothy Schwendinger seconded. Roll call. All others in favor. Motion passed. Review and approve updated FY2016 Housing Trust Fund Application The Housing Assistance Plan (HAP) that was prepared needed to reflect the new program. The HAP has been updated to add the clause "for household <30% median income, the property can be located anywhere within the City of Dubuque". The Committee also approved that the new Program Guidelines would apply to any unspent funds from the old grants, as well as program income. Dorothy Schwendinger moved to approve the FY2016 Housing Trust Fund Application. Amy Eudaley seconded. All others in favor. Motion passed. Information Sharing None Adjournment There being no further business to come before the Committee, Jim Holz moved to adjourn. Dorothy Schwendinger seconded.
