HUMAN RIGHTS COMMISSION
MEETING MINUTES OF
September 16, 2015
Commissioner Allen called the meeting of the Dubuque Human Rights Commission to order at
4:58 p.m. on Wednesday, September 16, 2015, at the City Hall Annex, 1300 Main Street, Conference
Room II, Dubuque, Iowa.

Oral Arguments
Davin Curtiss of the firm O'Connor & Thomas, P.C. representing Respondent Alpine Park, and Jason
Lehman, representing the Commission and Complainant, Karla Reinhardt, presented oral arguments
in the DHRC#4416, Karla Reinhardt vs. Alpine Park matter. Attorneys were allowed ten minutes to
present oral arguments. At the end of oral arguments, Davin Curtiss objected to Jason Lehman's
reference to past charging of pet fees for service animals by the Respondent on the grounds it was
not relevant to this particular case.
Closed Session for Deliberation
Commissioner LoGuidice moved pursuant to section 21.5(1)(f) of the Iowa Code, to proceed to
closed session to deliberate a contested case DHRC #4461, Karla Reinhardt vs Alpine Park.

presented. Seconded by Commissioner Vaughn. Roll call:
