Minutes_Human Rights Commission 6 8 15 DUBUQUE HUMAN RIGHTS COMMISSION MEETING MINUTES OF June 8, 2015 Commissioner Allen called the meeting of the Dubuque Human Rights Commission to order at 4:47 p.m. on Monday, June 8, 2015, at the City Hall Annex, 1300 Main Street, Conference Room II, Dubuque, Iowa. Roll Call: Present: Anthony Allen, Chair Tom LoGuidice Miquel Jackson Shirley Templeton Vaughn Jeff Lenhart Absent: Fred Davis Ashley Melchert Susan Stone Staff: Kelly Larson Carol Spinoso Approval of May 11, 2015 Minutes: Commissioner LoGuidice moved to approve the Human Rights Commission meeting minutes of May 11, 2015, and Commissioner Lenhart seconded. All in favor of approving the meeting minutes as submitted. Reports: Caseload Report The May 2015 Caseload Report was received and filed. Chairperson's Report Registration for the DIFL is wrapping up. He will be meeting with Robert Kimble and others to try to assemble a board in an attempt to get more kids involved in the League. The DIFL will once again be donating $500 towards the DBQ Community BBQ. The DBQ Community BBQ planning committee has met and sponsorship letters have been mailed out. The NAACP is working on a dialogue session with Inclusive Dubuque which is planned for next month. The NAACP is currently working with City staff in reviewing the MOU. A joint press release will be sent out in October around the same time the campaign to market the DCPRC is kicking off and finalizing the By-Laws and goals for that committee. Currently there are two vacant seats on the DCPRC; A City Manager appointment as well as a representative of the Human Rights Commission. The NAACP is currently raising funds with T-shirt sales that run $10. They have not been able to meet with representatives from 4 The People, Inc. to discuss the Generation to Generation program, but Anthony did meet with Larry Jackson and they are looking at creating a group for young African-American men, aged 20 and over, to provide a monthly gathering to discuss issues. The BMC is working with NAACP on hosting a 3-on-3 basketball tournament for Juneteenth. Currently there are 30 people registered for the event. Page 1 of 3 This month's Inclusive Dubuque dialogue sessions on Safe Neighborhoods are scheduled for June 9, 4-6 at the Library, June 11, 3-5 at the MFC, and June 13, 9-11 at Hillcrest. Anthony reminded Commissioners of the June 20`h Juneteenth activities at Comisky. Director's Report: A written report was submitted. Old Business: Distribution of Newsletter Commissioner LoGuidice asked that each commissioner share either a hard copy or electronic copy of the newsletter with any groups, organizations, or friends that may be interested in receiving it. New Business: Appoint a DHRC Representative to DCPRC Commissioner Allen provided a brief overview of the Dubuque Community & Police Relations Committee process and meeting requirements. Commissioners will think about serving on this committee as there is currently a vacancy for a DHRC representative. Kelly encouraged commissioners to attend the City Council work session on Monday, June 15 where they will be reviewing the analysis of impediments for HUD's Fair Housing Action Plan. Standing Items: Discuss Assigning by Month Goals of the Commission Commissioner LoGuidice recommended that they decide where they want to focus their efforts, and proceed with acting on community concerns brought up during past public events around the areas of education, criminal justice, housing and transportation issues. Goal 1: Research, illuminate and eliminate disparities (and increase cultural competencies) in education, criminal justice and housing. (*Jackson, Melchert, Stone, LoGuidice, Allen) Commissioner Jackson sent a doodle poll to members to determine the best meeting day/time. Commissioner Allen will invite Chief Dalsing to provide an update at the September meeting, Candace Eudaley from the Jule, to address transportation issues in August, and a Dubuque Community School representative to the July meeting. Goal 2: Provide input to City Council goals and priorities and support the Human rights Commission's goals and priorities. (Full commission participation) *Allen is Chair. Commissioners will continue to provide input to Kelly. Page 2 of 3 Goal 3: Continue to improve communication within and among community groups in order to improve human rights initiatives.
