Memorandum of Understanding (MOU) Technology Support and Acquisition of
Technology at the City of Dubuque Multicultural Family Center
Introduction
The Multicultural Family Center empowers all families and community members of Dubuque to
reach their potential and build unity out of diversity. Since its inception a major component of
the Multicultural Family Center(MFC) has been outreach, engagement, and education through
the use of technology. As a shared resource, a key to the success of technology at the MFC is a
design that maximizes the ability to insure a high level of quality and availability of technology
resources.
This memorandum of understanding(MOU) establishes a broad set of responsibilities, terms,
and conditions that guide how the delivery, access, and support for technology will exist at the
MFC. Access to technology including Internet and desktop applications is provided in
partnership with Carnegie-Stout Public Library (hereinafter"Carnegie-Stout').
Delivery of Services
Internet and desktop computer services are provided by Carnegie-Stout. Carnegie-Stout upholds
the rights of all library users to read,seek information, and speak freely as guaranteed by the
First Amendment, regardless of format or technology. These are fundamental rights in a
democratic society and are core values of the library.
Nine (9) computers (either virtual and/or non-virtual) are available for public access at the MFC.
Access to free public wireless internet is available to all users of the MFC who bring in their own
device.
Technology Access
Public access to technology resources is governed by the "Multicultural Family Center
Electronic Devices, Internet, and Social Media Use Policy" (hereinafter"MFC Use Policy") (see
attachment). Users of technology who do not abide by the terms and conditions of the policy will
have access limited and possibly withheld.
Technology access is provided on a first-come first-served basis unless used/reserved for a
program or class. As a shared resource, availability cannot be guaranteed. Response time,
functionality, and appropriate use for the need cannot be guaranteed. During heavy use times, the
length of time of use will be limited. MFC staff will provide oversight and direct supervision of
all users insuring safety of all users by visual observation of computer activity of all users.

Technology Support
Default computer hardware and software shall not be installed without the approval of Camegie-
Stout.
Onsite "how to" assistance is available from MFC staff. Visitors using technology at the MFC
are responsible for consuming the technology within the parameters of the MFC Use Policy or
risk loss of their privileges. Standards for computer hardware and desktop software and delivery
will be determined by Carnegie-Stout. Carnegie-Stout will be responsible for selection and

installation of computer hardware. Computers will be replaced on a 4 year replacement cycle 'I

consistent with city of Dubuque equipment replacement cycles. Internet Services Provider and
bandwidth available for the MFC shall be determined by Carnegie-Stout.
First line of support for desktop issues is provided by the City of Dubuque Information Services
(IS). Login, Internet connection, and network connectivity support are provided by Carnegie-
Stout staff during the hours that the library is open for operation. City IS will provide backup
support when Carnegie-Stout staff isn't available.

MFC staff should contact Carnegie-Stout at least 30 days in advance of any special events that
will be highly dependent on technology or Internet resources to carry out the event, to test
needed resources and insure support is available if staffing allows.
Terms of Use
The MFC expects patrons to be responsible users of technology resources. Terms of use and
consequences of improper use are detailed in the MFC Use Policy. The MFC, City of Dubuque,
and Carnegie-Stout Library staff has the right to monitor patrons' use of electronic devices. MFC
staff are responsible for on-site monitoring of technology user behavior and for addressing any
harm or issue that result from misuse.

practice. MFC Staff shall keep basic statistics on the number of sessions each day of the public
computers. Session reporting will be done in a manner and schedule that is acceptable to both
MFC and Carnegie-Stout.
This MOU is for a period of six months from the date of signatures. At the end of five months, a
meeting with selected board members and staff of the MFC, Carnegie-Stout, and City IS will
take place to review the service and agreement and discuss adjustments needed to the renewal of
the MOU for an additional six months.
