Housing and Community Development Department Director Alvin Nash requests the
City Council schedule a work session for Tuesday, January 19, 2016, at 4:30 p.m. to
tour three rehabilitation projects:
1. Ribbon-Cutting Ceremony for 2300 Jackson Street — a City/Four Mounds HEART
Project
2. 1631 Jackson Street— Community Housing Initiative Project
3. 346 and 348 West Locust Street—Weaver Castle LLC — Gary and Chris
Stelpflug

DISCUSSION
The Department of Housing and Community Development has been working on several
rehabilitation projects as part of the Neighborhood Revitalization Program. We have
contracted with Community Housing Initiatives (CHI) and the Four Mounds HEART
Program to rehab 2300 Jackson Street and 1631 Jackson Street. In addition, Weaver
Castle LLC, managed by Gary Stelpflug, has completed work at 346 and 348 West
Locust Street. We believe that these three properties serve as a model for the kind of
rehabilitation and neighborhood revitalization that is needed in the community.
ACTION STEP
I am requesting a City Council Work Session on Tuesday, January 19, 2016, from 4:30
p.m. to 6:00 p.m. The purpose of the session is for the City Council to tour each one of
these properties and see firsthand the kind of progress that is being made. We
anticipate expanding our partnership with all three entities in order to carry out our
efforts in the .Enhanced Neighborhood Support campaign.
The property at 2300 Jackson Street is a Four Mounds HEART project. The property
has been sold and part of the tour will be a ribbon cutting ceremony for the new
homeowner. The ribbon-cutting ceremony will begin at 4:45 p.m.
Immediately following the ribbon cutting ceremony will be a tour of the properties at
1631 Jackson Street and 346 and 348 West Locust.
