Minutes_Park and Recreation Commission 10 13 15 PARK AND RECREATION COMMISSION MEETING Tuesday, October 13, 2015 4:30 p.m., Snack Bar, Bunker Hill Golf Course PRESENT: Paul Hoffmann, Robin Kennicker, Ken Klinge, Kate Larson, Karen Lyness, Dave Schlueter and Jennifer Tigges STAFF PRESENT: Marie Ware, Steve Fehsal, Dan Kroger and Jolene Rettenberger MINUTES It was moved by Dave Schlueter, seconded by Robin Kennicker, to approve APPROVED; the minutes of the September 8, 2015, meeting. The motionap ssed VOTE: unanimously. DISCUSS All commissioners received the memo from the Human Rights Commission HUMAN RIGHTS that addressed the Park and Recreation Commission's request. COMMISSION RECOMMEND- At the September 8th, 2015 meeting, the Park and Recreation Commission ATION ON requested feedback and review of the Human Rights Department on the name INDIAN ROOM of the Indian Room pavilion at Eagle Point Park. PAVILION; VOTE: Commissioners Larson and Schlueter appreciated the information they received from the Human Rights Commission regarding the Indian Room pavilion name and felt no further action is needed at this time. It was moved ty Kate Larson, seconded by Ken Klinge, to receive and accept the memorandum from Human Rights Commission regarding the information shared on the Indian Roomap vilion name. The motionap ssed unanimously. PARK AND Recreation Division Manager Dan Kroger highlighted some of the areas on the RECREATION Recreation Division Capital Improvement Budget (CIP) Priority Listing for fiscal FY 2017-2021 years 2017-2021 . RECOMMEND- ATION; VOTE: Commissioner Kennicker had a question regarding the status of the leakage at Nicholas J. Sutton swimming pool. Recreation Division Manager Dan Kroger shared that we don't know where the exact leak is at. Commissioner Klinge questioned money coming from the golf course for the CIP. Manager Kroger shared most capital improvements are paid by golf fees; however, some are paid for by property or sales tax. Park Division Manager Steve Fehsal reviewed the Park Division Capital Improvement Budget (CIP) Priority Listing for fiscal years 2017-2021 . Commissioners Larson, Kennicker and Hoffmann asked questions about the security cameras and additional lighting at various locations throughout the city that were recently approved. Commissioner Larson asked where the money for the Bee Branch comes from. October 13, 2015 meeting page two Commissioner Lyness asked why the Aquatics Center was not listed on the CIP listing. Commissioner Hoffmann asked if we need to add the Aquatics Center to the budget so there are monies available. It was moved by Karen Lyness, seconded by Paul Hoffmann, to accept the Park and Recreation Divisions' C.I.P. budgets as proposed by staff. The motionap ssed unanimously. PARK DIVISION Park Division Manager Steve Fehsal updated Commissioners: REPORT: ♦ The last day for the City parks is Sunday, October 25th, where water is on and restrooms are open. Through the end of September 2015, there has been approximately 35,000 vehicles and 82 busses drive through Eagle Point Park (average year). ♦ The Skate Park project is moving. We will be scheduling a public input meeting, developing a web page and Facebook page to share updated information. ♦ A total of six campsites have had concrete pads installed at Miller Riverview. Staff will continue to work on the handicap campsite to include a barbeque area. ♦ Park maintenance staff is continuing to cut back annual plants, remove plants and tree trimming. Commissioner Kennicker asked a question about volunteers helping with projects. Commissioner Tigges commented on how great it is to see these types of partnerships. Park Division Manager Steve Fehsal spoke about the "Parks to People" Initiative. RECREATION Recreation Division Manager Dan Kroger updated Commissioners: DIVISION REPORT: Our 2015 Fall brochures have been out since mid-August. To date, we have processed 957 registrations (last year, did a total of 995). ♦ The Leisure Services Department has added a new program called Adaptive Sports Open Gym. There have been 10-15 participants with disabilities, along with 15-20+ other participants and volunteers. ♦ Congratulations to Ben Alden and the Port of Dubuque Marina for receiving the "Certified Clean Marina" for its environmentally clean facilities and compliance of best practices in protecting waterways from pollution. The first Clean Marina in Iowa. ♦ Fuel sales (31 ,000 gallons) are up at the Port of Dubuque Marina. We have seen a 70% increase in fuel sales from last year. ♦ The Port of Dubuque Marina continued its partnership with S.W.A.T. River Tours. This year to date we have had over 1 ,000 riders compared to fewer than 500 riders last year. ♦ Golf revenue is up $54,000 from last year (March 1-today), most in the Pro Shop and Snack Bar. At next month's meeting, an updated report will be shared with commissioners on the overview of the Bunker Hill Golf Course revenue in all areas. ♦ Golf Pro, Mike Sullivan, is looking into the possibility of offering indoor golf lessons inside the Clubhouse. October 13, 2015 meeting page three Commissioner Hoffmann asked a question about how our rounds of golf are going this year. Manager Kroger reported 26,000 rounds of golf to date, which is about the same as last year. MANAGER Leisure Services Manager Marie Ware informed Commissioners: REPORT: * Staff is continuing on working on budget. The next step is working on the Operating Budget and Performance Measures. ♦ A council work session is scheduled for Monday night to share information about enhanced neighborhood support. The tree crew has been trimming trees in specific areas of neighborhoods. ♦ Manager Ware has been working on a "Diversity, Equity and Inclusion Plan" for the department. The Leisure Services Department will continue to work with the Human Rights Department on this plan. COMMISSION • Commissioner Kennicker addressed the commission on the status of the COMMUNICA- renaming of the Multicultural Family Center to "Ruby Sutton". Leisure TIONS / Services Manager Marie Ware shared with the commissioners that John QUESTIONS: Stewart is working on this project and has been seeking feedback. A community meeting for feedback will be scheduled soon. • Commissioner Larson shared that there is an ADA Input meeting scheduled on Thursday at Hills & Dales, located at 3505 Stoneman Road. • Leisure Services Manager Marie Ware shared with commissioners that if you haven't been down to the Port of Dubuque area and/or Eagle Point Park to see the flowers, please do so soon. The flowers and flower baskets are beautiful in these areas. Great job done by park maintenance staff!
