This is a claim in which claimant alleges that the City "claimed eminent domain and
installed a road prior to notifying me; and not registering the property in their name until
October 2015 when Eric Stierman made the request.
This claim has been referred to Public Entity Risk Services of Iowa, the agent for the Iowa
Communities Assurance Pool.
