City Engineer Gus Psihoyos is recommending acceptance of the construction contract
for the 2015 Asphalt Overlay Access Ramp Project One, as completed by Midwest
Concrete, Inc., in the final contract amount of$50,153.54, which is 4.91% under the
contract amount of$52,743.
1 concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The enclosed resolutions provide for the acceptance of the construction contract for the
2015 Asphalt Overlay Access Ramp Project One.
BACKGROUND
The purpose of this project was to replace fourteen non-compliant access ramps with
twenty-two directional ramps as per Public Right of Way Accessibilities Guidelines
(PROWAG) specifications in conjunction with the Public Works Asphalt Overlay
Program and involved the intersections of:
• Spires Drive & Clarke Crest Drive – one double ramp and one single ramp
• Clarke Crest Court & Clarke Crest Drive - one double ramp and one single ramp
• Dunham Drive & Clarke Crest Drive—One double ramp and two additional ramps
• Farrell Court & Clarke Crest Drive – One double ramp and two single ramps
• Lacey Court & Clarke Crest Drive - two single ramps
• Kuhn Lane & Clarke Crest Drive - two single ramps
• Ravenwood Court & Clarke Crest Drive – one double ramp and two single ramps
In accordance with Iowa Code § 384.103 and § 364.12(3)(c), and Iowa Code, Section
26.14, the City solicited informal bids for the 2015 Asphalt Overlay Access Ramp
Project One. The City received two bids from the following contractors:

Midwest Concrete, Inc. $ 52,743.00
Reuter Mechanical Inc. DBA East Iowa Construction $ 57,578.00
Midwest Concrete, Inc. of Peosta, Iowa, submitted the low bid in the amount of
$52,743.00. The low bid was 4.43% below the Engineer's estimate of $55,185.00.
DISCUSSION
The Asphalt Overlay Project - Curb Access Ramps Phase One was completed by
Midwest Concrete, Inc. of Peosta, Iowa in the final contract amount of$50,153.54 which
is 4.91% under the contract amount of$52,743.00. The average cost per ramp was
$2,565.02. Due to the topography of the area; all sidewalks were installed to the
maximum limits in an effort to achieve the proper slopes mandated by Public Right of
Way Accessibilities Guidelines (PROWAG) standards.

REQUESTED ACTION
The City Council is requested to adopt the attached resolutions accepting the
improvements and establish the final contract amount for the 2015 Asphalt Overlay
Access Ramp Project One.

RESOLUTION NO. 405-15
ACCEPTING THE 2015 ASPHALT OVERLAY PROJECT CURB ACCESS RAMPS
PROJECT ONE AND AUTHORIZING THE PAYMENT OF THE CONTRACT AMOUNT
TO THE CONTRACTOR
Whereas, the Public Improvement Contract for the 2015 Asphalt Overlay Project
Curb Access Ramps Project One (the Project) has been completed and the City
Engineer has examined the work and filed a certificate stating that the Project has been
completed according to the terms of the Public Improvement Contract and that the City
Engineer recommends that the Project be accepted; and
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. The recommendation of the City Engineer is approved and the Project
is hereby accepted.
Section 2. The Finance Director is hereby directed to pay to the Contractor from
the 2015 Asphalt Overlay Project Curb Access Ramps appropriations for the contract
amount of $50,153.54, less any retained percentage provided for therein as provided in
Iowa Code chapter 573, and to pay such retainage only in accordance with the
provisions of Iowa Code chapter 573.

he has inspected the 2015 Asphalt Overlay Project Curb Access Ramps Project One,
that the Project has been performed in compliance with the terms of the Public
Improvement Contract, and that the total cost of the completed work is $50,153.54.
