Van Milligen, City Manager SUBJECT: 2015 Asphalt Overlay Access Ramp Project Two (CIP 30012277) DATE: November 29, 2015 City Engineer Gus Psihoyos is recommending acceptance of the construction contract for the 2015 Asphalt Overlay Access Ramp Project Two, as completed by Midwest Concrete, Inc., in the final contract amount of$75,604.43, which is 10.05% over the contract amount of$68,697.40. It was determined an additional 70 linear feet of curb and gutter needed to be replaced in areas slated for asphalt, soil conditions required additional base stone for stabilization, additional sidewalk was poured to attain proper slopes, a storm water intake was replaced at Mullin & Asbury, and landscaping restoration required more topsoil and seeding due to the slopes of embankments at the back of sidewalk. These additions contributed to the increase in the final contract amount. However, the original total project cost with contingency and construction engineering and inspection was estimated at $86,902.21 and came in at $81,881.41 1 concur with the recommendation and respectfully request Mayor and City Council approval. BACKGROUND The purpose of this project was to replace twenty-six non-compliant access ramps with twenty-six directional ramps as per Public Right of Way Accessibilities Guidelines (PROWAG) specifications in conjunction with the Public Works Asphalt Overlay Program and involved the intersections of: • Asbury Road & Mullin Road -- two single ramps • Hillcrest Road & Mullin Road -- two single ramps • Asbury Road & Ogilby Road —two single ramps • Valley View Road & Chaney Road —two single ramps • Asbury Road & Morning View Road -- two single ramps • Valley View Road & Morning View Road —four single ramps • Hillcrest Road & Morning View Road —two single ramps • Asbury Road & Broad Lawn Road —two single ramps • Valley View Road & Broad Lawn Road —four single ramps • Hillcrest Road & Broad Lawn Road —two single ramps. • Valley View Road & Avalon Road — two single ramps In accordance with Iowa Code § 384.103 and § 364.12(3)(c), and Iowa Code, Section 26.14, the City solicited informal bids for the 2015 Asphalt Overlay Access Ramp Project Two. The City received one bid from Midwest Concrete, Inc. The bid was 4.26% below the Engineer's estimate of$71,753.63. Contractor Bid Results Midwest Concrete, Inc. $ 68,697.40 DISCUSSION The Asphalt Overlay Project - Curb Access Ramps Phase Two was completed by Midwest Concrete, Inc. of Peosta, Iowa in the final contract amount of $75,604.43 which is 10.05% over the contract amount of$68,697.40. It was determined an additional 70 linear feet of curb and gutter needed to be replaced in areas slated for asphalt, soil conditions required additional base stone for stabilization, additional sidewalk was poured to attain proper slopes, a storm water intake was replaced at Mullin & Asbury, and landscaping restoration required more topsoil and seeding due to the slopes of embankments at the back of sidewalk. These additions contributed to the increase in the final contract amount. The average cost per ramp was $3,149.29. Due to the topography of the area; all sidewalks were installed to the maximum limits in an effort to achieve the proper slopes mandated by PROWAG standards. The recommendation of the City Engineer is approved and the Project is hereby accepted. Section 2. The Finance Director is hereby directed to pay to the Contractor from the 2015 Asphalt Overlay Project Curb Access Ramps Project Two appropriations for the contract amount of $75,604.43, Tess any retained percentage provided for therein as provided in Iowa Code chapter 573, and to pay such retainage only in accordance with the provisions of Iowa Code chapter 573.
