City Engineer Gus Psihoyos is recommending acceptance of the construction contract
for the 2015 Asphalt Overlay Access Ramp Project Three, as completed by Midwest
Concrete, Inc., in the final contract amount of$111,403.87, which is 14.08% over the
contract amount of$97,650.38. It was determined, additional PCC panel repairs were
needed at Saint Anne Drive and Carter Road to offer safe school crosswalks. The West
3rd Street and North Grandview Avenue intersection was added to the project because
of contractor availability for the needed completion before the start of school. These
two actions added $14,806.05 to this project.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The enclosed resolutions provide for the acceptance of the construction contract for the
2015 Asphalt Overlay Access Ramp Project Three.
BACKGROUND
The purpose of this project was to replace thirty-two non-compliant access ramps with
thirty-nine directional ramps as per Public Right of Way Accessibilities Guidelines
(PROWAG) specifications in conjunction with the Public Works Asphalt Overlay
Program and involved the intersections of:
• Saint Anne Drive & Ridge Road — single ramp
• Saint Anne Drive & Tyler Road — one double ramp and two single ramps
• Saint Anne Drive & Carter Road — two double ramps and two single ramps
• Saint Anne Drive & Horizon Court —two single ramps
• Saint Anne Drive & Churchill Drive -- two single ramps
• Churchill Drive & Eden Lane (North) —two single ramps
• Churchill Drive & Eden Lane ( South) —two single ramps
• Churchill Drive and Pennsylvania Avenue —two single ramps
• Clarke Drive and Asbury Road —two single ramps
• Clarke Drive and Bunker Hill Road —two double ramps and two single ramps.
• Clarke Drive and Saint Ambrose Street — one double and three single ramps
• Clarke Drive and Saint Ambrose Street Island —three single ramps
• West 3rd Street and North Grandview Avenue —two single ramps and reconstruct
crosswalk.
In accordance with Iowa Code § 384.103 and § 364.12(3)(c), and Iowa Code, Section
26.14, the City solicited informal bids for the 2015 Asphalt Overlay Access Ramp
Project Three. The City received one bid from Midwest Concrete, Inc. The bid was
13.99% below the Engineer's estimate of$113,529.35.

DISCUSSION
The Asphalt Overlay Project - Curb Access Ramps Phase Three was completed by
Midwest Concrete, Inc. of Peosta, Iowa in the final contract amount of$111,403.87
which is 14.08% over the contract amount of$97,650.38. It was determined, additional
PCC panel repairs were needed at Saint Anne Drive and Carter road to offer safe
school crosswalks. The West 3rd Street and North Grandview Avenue intersection was
added to the project because of contractor availability for the needed completion before
the start of school. These two actions added $14,806.05 to this project. The average
cost per ramp was $3,017.46. Due to the topography of the area; all sidewalks were
installed to the maximum limits in an effort to achieve the proper slopes mandated by
PROWAG standards.

improvements and establish the final contract amount for the 2015 Asphalt Overlay
Access Ramp Project Three.

RESOLUTION NO. 407-15
ACCEPTING THE 2015 ASPHALT OVERLAY PROJECT CURB ACCESS RAMPS
PROJECT THREE AND AUTHORIZING THE PAYMENT OF THE CONTRACT
AMOUNT TO THE CONTRACTOR
Whereas, the Public Improvement Contract for the 2015 Asphalt Overlay Project
Curb Access Ramps Project Three (the Project) has been completed and the City
Engineer has examined the work and filed a certificate stating that the Project has been
completed according to the terms of the Public Improvement Contract and that the City
Engineer recommends that the Project be accepted; and
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. The recommendation of the City Engineer is approved and the Project
is hereby accepted.
Section 2. The Finance Director is hereby directed to pay to the Contractor from
the 2015 Asphalt Overlay Project Curb Access Ramps Project Three appropriations for
the contract amount of $111,403.87, Tess any retained percentage provided for therein
as provided in Iowa Code chapter 573, and to pay such retainage only in accordance
with the provisions of Iowa Code chapter 573.
