There is an Equipment Operator II vacancy in the water distribution activity. All
candidates on the Civil Service Eligibility List for Equipment Operator II declined an
interview. Since no one on the eligibility list wishes to be considered for the Equipment
Operator II vacancy in the water distribution activity, this is the time to create a separate
civil service classification for this position.
Personnel Manager Randy Peck recommends City Council approval to eliminate one
Equipment Operator II position and create one Water Distribution Equipment Operator
position in the Water Department.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

SUBJECT: Request to Create the Position of Water Distribution Equipment Operator
DATE: November 20, 2015
There is an Equipment Operator II vacancy in the water distribution activity. All
candidates on the Civil Service Eligibility List for Equipment Operator II declined an
interview for the position. There are Equipment Operator II positions in the Public
Works, Leisure Services and Water Departments. The examination for Equipment
Operator II is a promotional examination and all candidates on the eligibility list are city
employees. Since no one on the eligibility list wishes to be considered for the
Equipment Operator II vacancy in the water distribution activity, this is the time to create
a separate civil service classification for this position. Water Department Manager Bob
Green recommends that the civil service classification of Water Distribution Equipment
Operator be created and that the examination be an entrance examination. An
entrance examination means that the position is open to current city employees and the
general public. The rate of pay for the new classification would be the same as
Equipment Operator II. The requested action is for the City Council to approve a motion
eliminating one Equipment Operator II position and creating one Water Distribution
Equipment Operator position in the Water Department.
