On July 20, 2015, the City Council approved issuing a Request for Proposals for design
and engineering services for the Bee Branch Flood Control Pumping Station Gates and
Primary Electrical Replacement Project.
An alternate design proposal was also requested by the RFP. The purpose of this
option was to identify possible modifications to the existing infrastructure that would
provide additional means for releasing water from the Bee Branch retention under
various circumstances such as when the gates are open, when they are closed, and
depending on the river stage.
Six proposal were received in response to the RFP and after meeting, the RFP Review
Committee reached consensus that IIW, P.C. has the staffing and expertise to best
meet the City's needs for the project.
City Engineer Gus Psihoyos, Public Works Director Don Vogt and the RFP Review
Committee recommend the City enter into an agreement with IIW, P.C. for design and
engineering services, including the alternative design analysis, for the Bee Branch
Flood Control Pumping Station Gates and Primary Electrical Service Replacement
Project for a fee of $117,600.
1 concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of this memorandum is to recommend that the City enter into an
agreement with IIW, P.C. for design and engineering services for the Bee Branch Flood
Control Pumping Station Gates and Primary Electrical Service Replacement Project
(Project).
BACKGROUND
At its July 20, 2015 meeting, the City Council approved issuing a Request for Proposals
(RFP) for design and engineering services for the Bee Branch Flood Control Pumping
Station Gates and Primary Electrical Service Replacement Project. It also approved a
proposal review committee consisting of Steve Brown, Deron Muehring, John
Klostermann, and Don Vogt.
A total of six proposals were received and opened on October 16th by the City Clerk's
office. Listed below are the firms that responded to the RFP and their base bid fee
proposals:

An alternate design proposal was also requested by the RFP. The purpose of this

The proposals were reviewed by the noted selection committee, which subsequently
met on October 28th with IIW P.C. to review its proposal in more depth. After that
meeting, the committee reached consensus that IIW, P.C. has the staffing and expertise
to best meet the City's needs for the project.
BUDGET IMPACT
The FY2015 capital improvement project (CIP) budget included $300,000.00 for the
design and engineering services associated with the Flood Mitigation Gate
Replacement Project (Phase 5 of the Bee Branch Watershed Flood Mitigation Project).
It provides funds not only for the development of construction plans, but also
engineering/oversight services during construction of the improvements. C I P No.
3402608 in the FY2016 CIP budget also includes $1,800,000.00 to actually
construct the improvements.
ACTION REQUESTED
We respectfully request authorization to finalize and enter into an agreement with IIW,
P.C. for design and engineering services, including the alternative design analysis, for
the Bee Branch Flood Control Pumping Station Gates and Primary Electrical Service
Replacement Project for a fee of$117,600.00.
