SUBJECT: Administrative Services Fee Renewal for the Flexible Spending Plan
DATE: November 29, 2015
Personnel Manager Randy Peck is recommending City Council approval of the
administrative services fee proposed by Total Administrative Services Corporation for
the flexible spending plan of $3.94 per month (up from $3.85 per month) per
participating employee and the annual renewal fee of$307.00 (up from $300.00)
effective January 1, 2016, through December 31, 2016.
1 concur with the recommendation and respectfully request Mayor and City Council
approval.

1 received the renewal rates from Total Administrative Services Corporation (TASC), our
administrator for the flexible spending plan. Effective January 1, 2016 through
December 31, 2016, their fee will increase from $3.85 per month per participating
employee to $3.94 per month per participating employee. The annual renewal fee will
increase from $300.00 to $307.00
The requested action is for the City Council to pass a motion approving the
administrative services fee proposed by Total Administrative Services Corporation of
$3.94 per month per participating employee and the annual renewal fee of $307.00
effective January 1, 2016, through December 31, 2016.

We employ a full team of compliance experts and legislative analysts to stay ahead of regulatory changes
that could affect your Plans. With the rate and severity of changes in recent Healthcare Reform, this is
more crucial than ever.
Obviously, providing these benefits comes at a cost and necessitates a fee increase to help offset them.
When surveyed, our Customers have shared that they would prefer a regular annual increase versus
larger increases every few years. We are happy to honor that preference. Each year TASC calculates its
annual fee increase based on a three-year average of the Consumer Price Index (CPI), a figure
calculated by the U.S. Bureau of Labor Statistics. This year's increase will be 2.1%. Here are your 2016
fees:
