Nine proposals were received in response to a Request for Proposals for the South
Fork Streambank Restoration Project.
City Engineer Gus Psihoyos and the RFP Review Committee recommend the award of
the South Fork Streambank Project to MSA Professional Services in the amount of
$99,430 for the purposes of survey, design and construction inspections.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
This memo is a request to award the South Fork Streambank Project to MSA
Professional Services for the purposes of survey, design, and construction inspection.
BACKGROUND
The Catfish Creek Watershed Management Authority Board was awarded $1.4 million
as part of the Bee Branch Creek's partnership project through the SRF sponsorship
program. The first project with these funds is a mile long Streambank restoration project
on the South Fork of Catfish Creek located between the DMSWA and the newly
constructed Industrial Center South.
DISCUSSION
A total of nine submittals were received, with several of the consultants choosing to
partner with other firms for the purposes of engineering or ecology. The list of the
consultants and their respective costs are as follows:

Members of the Catfish Creek Watershed Management Authority Board, and Jill
Connors, John Foster, Stephen Fehsal, and Cori Burbach were on the selection
committee. After several reference calls were made regarding other consultants, a
unanimous decision was made to award the survey, design, and construction inspection
duties to MSA Professional Services.
RECOMMENDATION
It is recommended that the survey, design, and construction inspection of the South
Fork Streambank Restoration Project be awarded to MSA Professional Services.
ACTION TO BE TAKEN
I respectfully request that the award for this project be given to MSA Professional
Services.
