Budget Director Jennifer Larson recommends that a public hearing be set for December
211 2015, on the proposition of selling not to exceed $15,555,000 in Tax-Exempt
General Obligation Bonds, the proceeds of which will be used to pay costs of Airport
New Terminal improvements, sanitary sewer improvements, water system
improvements, and refund previously issued general obligation bonds that are callable
to provide an estimated savings in interest cost of $965,369.
Although the City is selling General Obligation Bonds to support the projects,
repayments of the debt will be local option sales tax, sanitary sewer user fees, and
water user fees. The refunding debt is repaid by stormwater user fees, Dubuque
Industrial Center tax increment revenue, and Greater Downtown tax increment revenue.
The borrowing is subject to the "reverse referendum" procedures, under which petitions
may be filed prior to the hearing asking that the bond proposal be submitted to an
election. To qualify, a petition must be signed by eligible electors equal to at least ten
percent of the number who voted at the last regular municipal election (but not less than
ten persons).

INTRODUCTION
The purpose of this memorandum is to recommend the setting of a public hearing on
the proposal to issue General Obligation Bonds, the proceeds of which will be used for
essential corporate purposes of the City for projects in the City budget previously
approved by the City Council and to refinance previously issued bonds that have
become callable. A letter from attorney Mark Cory detailing information on the bond
hearing is enclosed.
DISCUSSION
Of the bond amount:
• $625,329 is intended to provide funds to pay costs of Airport New Terminal
Improvements including parking lots and roads with repayment from local option
sales tax.
• $2,370,000 is intended to provide funds to pay costs of sanitary sewer
improvements with repayment from sanitary sewer user fees.
• $623,780 is intended to provide funds to pay costs of water system
improvements with repayment from water user fees.
• $11,393,553 is intended to provide funds to refund previously issued bond series
that are now callable to realize interest savings of$965,369. The refunding
includes General Obligation Bond Series 2003A $1,025,000; Series 2005A
$990,000; Series 2005B $3,050,000; Series 2006A $1,830,000; Series 2008A
$2,705,000 and Series 2008B $117901000.
• $148,892 is intended to provide funds for bond issuance costs and
• $393,446 to be a contingency for fluctuations in the bond market for interest
rates, bond issuance costs and change in project costs.
Although the City is selling General Obligation Bonds to support the projects,
repayments of the debt will be local option sales tax, sanitary sewer user fees, and

RECOMMENDATION
I respectfully recommend the adoption of the enclosed resolution fixing the date of
December 15, 2015 for a public hearing on the proposition of selling not to exceed
$505,000 Tax-Exempt General Obligation Bonds and providing publication of notice.

We have now prepared and are enclosing herewith suggested proceedings to be acted
upon by the Council setting the hearings on the issuance of the bonds, pursuant to the provisions
of Code Sections 384.25 (ECP) and 384.26 (GCP).
As to the essential corporate purpose portion of the general obligation issue, at the
time of hearing the Council shall receive oral or written objections from any resident or property
owner to the proposed action to issue the bonds. After all objections have been received and
considered, the Council is required, at that meeting or at any adjournment thereof, to take
additional action for the issuance of the bonds or to abandon the proposal to issue the bonds.
The Council is required by statute to adopt the resolution instituting proceedings to issue
the bonds at the hearing or an adjournment thereof.
Publication Requirement - Notice of Hearin (ECP).
Notice of this meeting must be published at least once in a legal newspaper, printed
wholly in the English language, published at least once weekly, and having general circulation in
the City. The date of publication is to be not less than four clear days nor more than twenty days
before the date of the public meeting on the issuance of the bonds. In computing time, the date
of publication should be excluded. If the last day falls on Sunday, the whole of the following
Monday should be excluded. [See Section ICS 4.1(34).]

delivered to the newspaper for publication purposes. Certificates to attest the proceedings are
also enclosed.

WHEREAS, it is deemed necessary and advisable that the City of Dubuque, State of Iowa,
should issue General Obligation Bonds, to the amount of not to exceed $15,555,000, as authorized by
Section 384.25, of the Code of Iowa, for the purpose of providing funds to pay costs of carrying out
essential corporate purpose projects as hereinafter described; and
WHEREAS, before the Bonds may be issued, it is necessary to comply with the provisions of the
Code, and to publish a notice of the proposal to issue such bonds and of the time and place of the
meeting at which the Council proposes to take action for the issuance of the Bonds and to receive oral
and/or written objections from any resident or property owner of the City to such action.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF CITY OF

Section 1. That this Council meet in the Historic Federal Building, 350 West 6th Street,

and streams;
c) the reconstruction, extension and improvement of an airport owned or operated by the
city;
d) the acquisition, construction, reconstruction, improvement, repair, and equipping of
waterworks, water mains, and extensions, and real and personal property, useful for
providing potable water to residents of a city; and
e) settlement, adjustment, renewing, or extension of any part or all of the legal
indebtedness of a city, whether evidenced by bonds, warrants, or judgments, or the
funding or refunding of the same, whether or not such indebtedness was created for a
purpose for which general obligation bonds might have been issued in the original
instance.
Section 2. To the extent any of the projects or activities described in this resolution may be
reasonably construed to be included in more than one classification under Division III of Chapter 384 of
the Code of Iowa, the Council hereby elects the "essential corporate purpose" classification and
procedure with respect to each such project or activity, pursuant to Section 384.28 of the Code of Iowa.
Section 3. That the Clerk is hereby directed to cause at least one publication to be made of a
notice of the meeting, in a legal newspaper, printed wholly in the English language, published at least
once weekly, and having general circulation in the City. The publication to be not less than four clear
days nor more than twenty days before the date of the public meeting on the issuance of the Bonds.

waters and streams;
c) the reconstruction,
extension and improve-
ment of an airport
owned or operated by
the city;
d) the acquisition
