Although the City is selling General Obligation Bonds to support the projects, repayments of the debt will be local option sales tax, sanitary sewer user fees, and water user fees. The refunding debt is repaid by stormwater user fees, Dubuque Industrial Center tax increment revenue, and Greater Downtown tax increment revenue. The borrowing is subject to the "reverse referendum" procedures, under which petitions may be filed prior to the hearing asking that the bond proposal be submitted to an election. To qualify, a petition must be signed by eligible electors equal to at least ten percent of the number who voted at the last regular municipal election (but not less than ten persons). Van Milligen, City Manager FROM: Jennifer Larson, Budget Director SUBJECT: Proceedings to Set Public Hearing on the Issuance of Not to Exceed $15,555,000 Tax-Exempt General Obligation Bonds DATE: December 1, 2015 INTRODUCTION The purpose of this memorandum is to recommend the setting of a public hearing on the proposal to issue General Obligation Bonds, the proceeds of which will be used for essential corporate purposes of the City for projects in the City budget previously approved by the City Council and to refinance previously issued bonds that have become callable. A letter from attorney Mark Cory detailing information on the bond hearing is enclosed. DISCUSSION Of the bond amount: • $625,329 is intended to provide funds to pay costs of Airport New Terminal Improvements including parking lots and roads with repayment from local option sales tax. • $2,370,000 is intended to provide funds to pay costs of sanitary sewer improvements with repayment from sanitary sewer user fees. • $623,780 is intended to provide funds to pay costs of water system improvements with repayment from water user fees. • $11,393,553 is intended to provide funds to refund previously issued bond series that are now callable to realize interest savings of$965,369. The refunding includes General Obligation Bond Series 2003A $1,025,000; Series 2005A $990,000; Series 2005B $3,050,000; Series 2006A $1,830,000; Series 2008A $2,705,000 and Series 2008B $117901000. • $148,892 is intended to provide funds for bond issuance costs and • $393,446 to be a contingency for fluctuations in the bond market for interest rates, bond issuance costs and change in project costs. Although the City is selling General Obligation Bonds to support the projects, repayments of the debt will be local option sales tax, sanitary sewer user fees, and water user fees. The refunding debt is repaid by stormwater user fees, Dubuque Industrial Center tax increment revenue, and Greater Downtown tax increment revenue.
