Eight proposals were received and the Interview Committee invited four consultants for an interview. Project Manager Steve Brown and the RFQ Interview Committee recommend City Council approval of the selection of Kueny Architects to provide architectural design, engineering and construction administration services for the City of Dubuque —Transit Bus Storage Facility Project and provide authority to negotiate an agreement and execute a contract with an estimated cost between $400,000 to $500,000 once a final scope of work has been negotiated. Van Milligen, City Manager FROM: Steve Sampson Brown, Project Manager SUBJECT: City of Dubuque - Transit Bus Storage Facility Project Consultant Selection Recommendation DATE: November 30, 2015 INTRODUCTION This memorandum provides the consultant selection committee's recommendation for hiring a consultant to provide architectural design, engineering and construction administration services for the City of Dubuque —Transit Bus Storage Facility Project. BACKGROUND The Transit Bus Storage Facility is the third component of the Intermodal Campus funded by a Federal Transit Administration State of Good Repair Grant, which was received in October 2011. The first and second components are located in the Historic Millwork District and have been substantially completed. The Intermodal Terminal serves as the downtown transfer location and connection to Burlington Trailways and Lamers in Dubuque and the three-level parking facility with 92 spaces dedicated for commuters and daily users to park and ride the bus are now open to the public. The Transit Bus Storage Facility will serve as the new operations center for the Jule, replacing its current aging facility and reusing an existing city-owned brownfield site, the former public works garage, located on Kerper Blvd. A Feasibility Study and cost estimate was completed by IIW Engineers and Surveyors and Conlon Construction in July 2014. The new location will replace the existing facility which has inadequate and unsafe access, structural deficiencies; functionally obsolete and inefficient heating and cooling systems; inadequate storage space for the fleet; and doors that are not of a sufficient height for entry and exit for all vehicle types. The project will include a classroom-style training center, CDL training course, indoor vehicle storage, parts storage, IT component storage, dispatch center and space for future expansion and/or leasing. Page 1 of 4 DISCUSSION On September 8, 2015 the City Council approved the release of the Request for Qualifications (RFQ) for the City of Dubuque — Transit Bus Storage Facility Project. The RFQ was posted and proposals were due on October 6t". Eight proposals were received by the deadline. On October 16, 2015, the selection committee met and evaluated all eight proposals and decided to interview four consultants — Kueny Architects LLC, Selser Schaefer Architects, Design Alliance, and IIW, P.C. The following City staff served on the RFQ Review Committee: • Maurice Jones — Economic Development Director • Candace Eudaley-Loebach —Transit Manager • Jodi Johnson — Operations Supervisor, Transit Division • Steve Sampson Brown — Project Manager • Alexis Steger— Senior Budget Analyst • Wally Wernimont—Assistant Planner The consultant committee conducted the interviews in late October. Following the interviews the committee recommends that Kueny Architects be selected for the following reasons: • Demonstrated the highest level of professional competence and a proven track record in the design of bus storage facilities or similar facilities. • Grasp of project requirements and level of interest in the project along with creativity and problem solving ability. • Their proposal and interview best demonstrated understanding of the City's overall objectives for the bus storage facility. Since this project is federally funded by the Federal Transit Administration, cost proposals cannot be part of the evaluation/selection process. The project will be conducted in several phases. Phase I will include Site Analysis and Schematic Design. Phase II will include Design and Development. Phase III will include Construction Documents. Phase IV and V includes Bidding Assistance and Construction Administration. It is anticipated that the timeframe for Phase I, Phase II and Phase III elements will be eight months following the signing of a professional service agreement. The selected consultant will be expected to complete the contracted scope of work within the specified timeframe under the general direction and coordination of the City's Transit and Engineering Departments as authorized by the City Council. RECOMMENDATION Based on review of the proposals, presentations, and interviews, the consultant selection committee recommends that the City negotiate an agreement and execute a Page 2 of 4 contract with Kueny Architects for architectural design, engineering and construction administration services associated with the City of Dubuque — Transit Bus Storage Facility Project. BUDGETIMPACT The estimated cost for consulting services is estimated to be in the range of $400,000 to $500,000 once a final scope of work has been negotiated. On February 12, 2015, The DMATS Policy Committee passed Resolution 2015-02 stating the DMATS will provide 80% of the shortfall in FY16 in the event that the City is not able to secure Iowa DOT PTIG funding. The City will cover the required 20% match for either the PTIG or DMATS funding. ACTION TO BE TAKEN I respectfully request that you recommend Kueny Architects to the City Council for the City of Dubuque — Transit Bus Storage Facility Project and that you request City Council authority to negotiate an agreement and execute a contract with an estimated cost between $400,000 to $500,000 with Kueny Architects for architectural design, engineering and construction administration services.
