Van Milligen, City Manager SUBJECT: Environmental Protection Agency, Brownfields Area-Wide Planning Program Grant Consultant DATE: December 2, 2015 On October 23, 2015, the City released a Request for Proposals seeking a consultant to provide services for the U.S. Environmental Protection Agency Brownfields Area-Wide Planning Program grant. Four responses were received to the RFP and two candidates were invited for an interview. Economic Development Director Maurice Jones and the RFP Selection Committee recommend City Council approval to enter into a contract with Shive Hattery, Inc. for a fee in the range of$160,000 to $162,500, for the administration of the 2015 Environmental Protection Agency Brownfields Area-Wide Planning Cooperative Agreement. An EPA grant will fund this work. The City of Dubuque will focus its efforts on the South Port area. Proposed activities for the $200,000 Brownfields Area-Wide Planning project include: • A charrette to gather community input on the revitalization of the South Port; • A market analysis to identify the prospects for mixed-use redevelopment in the South Port; • An infrastructure needs assessment to identify upgrades required to support redevelopment; • An area-wide land use plan that considers cleanup strategies for high priority brownfield sites, adaptive reuse of historic buildings, incorporation of green infrastructure, and Complete Streets; • A detailed implementation strategy with business recruitment approaches, a schedule of infrastructure upgrades, identification of public and private resources that can support South Port revitalization, and a game plan for implementing the area-wide land use plan; and • Community outreach to both residents and potential redevelopers/investors. BACKGROUND Initiated in 2010, the BF AWP Program provides grant funding and technical assistance to brownfields communities selected via a national grant competition. These communities are using EPA resources to research area-wide planning approaches that will help them achieve brownfields cleanup and reuse in the future. The BF AWP grant recipients represent a cross section of community leaders on brownfield issues, include public and non-profit organizations, and are distributed across the country. DISCUSSION The City of Dubuque will focus its efforts on the South Port area. In the mid-2000s, Dubuque received U.S. Environmental Protection Agency (EPA) funding to revitalize the North Port, launching an urban renaissance that converted abandoned waterfront properties into a new downtown community. The 33-acre South Port, bordered by the Ice Harbor on the north, the Mississippi River on the east and railroad tracks and freeways on the west, has yet to be reclaimed. Proposed activities for the $200,000 Brownfields Area-Wide Planning project include: • A charrette to gather community input on the revitalization of the South Port; • A market analysis to identify the prospects for mixed-use redevelopment in the South Port; • An infrastructure needs assessment to identify upgrades required to support redevelopment; • An area-wide land use plan that considers cleanup strategies for high priority brownfield sites, adaptive reuse of historic buildings, incorporation of green infrastructure, and Complete Streets; • A detailed implementation strategy with business recruitment approaches, a schedule of infrastructure upgrades, identification of public and private resources that can support South Port revitalization, and a game plan for implementing the area-wide land use plan; and • Community outreach to both residents and potential redevelopers/investors. City staff released a Request for Proposals on October 23, 2015, seeking professional services for this grant. Four proposals were received by the due date of November 6, 2015. They were reviewed by a Selection Committee comprised of Maurice Jones, Economic Development Director; Jill Connors, Project Coordinator; Kyle Kritz, Associate Planner; and Jenna Soyer, Municipal Relations Coordinator with East Central Intergovernmental Association (ECIA). The Selection Committee chose to interview two of the candidates, and then met to deliberate its final selection. The Selection Committee recommends entering into a contract with Shive Hattery and its team. Their team proposed services that are compatible with the City's needs; presented documents and visuals that clearly demonstrate a knowledge of the South Port, its past, and its potential; and have solid relationships already in place with private land owners, which will greatly facilitate the planning process in the short timeframe available to fulfill the requirements of the grant. The Committee also noted the team's proximity to Dubuque, which was deemed a distinct benefit to the planning process. BUDGETIMPACT The estimated cost for professional services is anticipated to be in the range of $160,000 to $162,500 once a final scope of work has been negotiated. The work will be funded from the EPA Area Wide Planning Cooperative Agreement ($200,000 — September 1 , 2015 through September 30, 2017). RECOMMENDATION/ ACTION STEP I recommend entering into negotiations contract for services with Shive Hattery, Inc. for the administration of the 2015 Environmental Protection Agency Brownfields Area-Wide Planning Cooperative Agreement subject to City Council approval. The master plan calls for more living space downtown,streets that accommodate multiple modes of transportation and more green space.Amenities include decorative light postswith banners and LED bulbsto illuminate sidewalks and streets;bump-out curbs and crosswalks with colorful concrete;public art;benches;landscaping;kiosks; signs and trash receptacles.The first phase of the project was completed fall 2009. Organizers sought to create an inviting exterior environment that would not only befunctional and accessible,but would also be aesthetically pleasing and complement the surrounding community. A walkable,urban oasis that would be essential to Jordan Creek's retail identity was developed.Sitefeatures include a three-acre lake—central to the whole design—and pedestrian plaza,including a pedestrian bridge,surrounded by nearly 2 million squarefeet of commercial/retail development, restaurants,motels and an amphitheater.Vehicletraffic is accommodated over 10,000 parking spaces with perimeter circulation roads and four-lane access drives.Nearly a mile of trails connects Jordan Creek Town Centerto surrounding neighborhoods and to the City of West Des Moines'trail network. With over one million visitors to Jordan Creek Town Center each year,the Des Moines metro area experiences a large economic impact from the Center each year.With national retailers and restaurants,JCTC redefined shopping in central Iowa and has become a destination spot for many families.The vibrant outdoor spaces offer visitors a shopping experience that has developed a national reputation.Combining the strongest elements of a traditional mall,lifestyle center and entertainment centerwith an easily accessible site creates an attraction unmatched anywhere in the state. The process consisted of making sure all stakeholders have the opportunity to cometo a communitywide consensus on targeted issues and areas. An advisory committee has been formed which includes staff from the cities of Bettendorf,Moline,and Davenport,elected officials,staff from Scott and Rock Island counties and staff from the Iowa,Illinois and Federal Departments of Transportation.To date fifteen meetings have been held with the advisory committee and two public open houses. Shive-Hattery has also been contracted to provide aesthetic design elements including bridge piers and abutments,retaining walls,sound walls, barriers,railings,and community entrance and identity elements.Interstate 74 is an important transportation linkwithin the Quad Cities.It passes through several communities,so identity elements are important in unifying the corridor. Shive-Hattery created design drawings for each of the focus areas including:development of design standards for each aesthetic element in order for them to be consistently applied by multiple project designers;3-D design visualization for all aesthetic design elements,which helped to communicate the design and allow the Department of Transportation to evaluate the aesthetic designs and make informed decisions;and design services for the identity elements and a master plan to guide implementation. We will confirm and/or define what land uses are desired,needed,or undesirablefor the catalyst sites specifically,but also as a part of the whole South Port site. With a reconfirmed vision forthe Site,we will identify infrastructure needs,needs that are based in reality.This reality will come from our strong professional connections with a variety of industry leaders that have local,national and international ties.Armed with industry specific infrastructure requirements,we will be ableto critically analyze existing infrastructure and then precisely propose appropriate improvements. The catalyst sites will bethe lens by which we evaluate the information we gather in the beginning of this project.It is the momentum these sitewill generate that will be captured and synthesize in the area-wide plan.This plan will focus on the catalyst sites as a nucleus,creating a collaborative energy between land owners,community leaders,residents and visitors. Efficiencies in processes and materials are realized when an entire area begins to change at the same time,and it is usually a snowball effect.With a solid and well written area-wide plan in place the development that begins with the catalyst sites is easy to keep moving,becausethere is community wide support,the commitments for improvements have been made and in the case of South Port the brown-field clean up can be happening on an area wide scale and not parcel by parcel. Much like the final recommendation in the Reimagining South Port report we see this site as not another developed urban island,but instead we see it as a transition zone from the urban character of downtown to the purely natural character of the Mississippi River.On the following page we have provided a concept plan for the three catalyst sites that is based on the work done to date.We by no means are saying this is a final idea,but ratherwe hope this concept will initiate conversations for and against,providing us even more insight into what is the highest and best usefor this prominent and much over looked site. As an optional service,a survey through an agency similar to CD-DIAL(Community Development-Data Information and Analysis Laboratory),a non-profit community and economic development organization associated with Iowa State University,could be conducted.This would bean optional service and can be included at the discretion of Iowa Arboretum. This type of survey is a means of identifying public opinion and preferences in a statistically valid way and to offset the strong voice of single interest groups and position funding strategies. Through survey results,we can answer the question:"what does the public really want?"This gives Iowa Arboretum great information to be used as a basis of decision making.
