Sealed bids were received for the Riprow Valley Utilities Extension Project. Leisure
Services Manager Gil Spence recommends award of the contract to the Iow bidder,
Horsfleld Construction, Inc., in the amount of $77,973.40. The base bid was actually
$82,973.40, but Horsfleld Construction has offered to donate $5,000 of the work
towards the completion of the Riprow Valley Ball Field Development Project.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of this memorandum is to provide a recommendation on awarding the
contract for construction of the utilities extension for the Rip Row Valley Ball Field
Development Project.
DISCUSSION
Sealed bids were received on February 21, 2002, for extension of water and sanitary
sewer utilities to the ball field site of the Rip Row Valley project. A summary of those bids
is as follows.

The cost estimate for this project, with contingency, was $77,000, so the Iow bid is slightly
over. Funding of this project will be from the water and sewer funds.
RECOMMENDATION
I recommend that the contract for the utilities extension to the Rip Row Valley Ball Field
Development be awarded to Horsfield Construction, Inc. in the amount of $77,973.40.
ACTION STEP
The action requested is that the City Council adopt the attached resolutions adopting the
plans and specifications and awarding the contract to Horsfield Construction, Inc.

RESOLUTION ADOPTING PLANS AND SPECIFICATIONS
WHEREAS, on the 4th day of February, 2002, plansl specifications, form of
contract and estimated cost were filed with the City Clerk of Dubuque, Iowa for the RIP
ROW VALLEY, UTILITIES EXTENSION PROJECT.
WHEREAS, notice of hearing on plans, specifications, form of contract, and
estimated cost was published as required by law.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
That the said plans, specifications, form of contract and estimated cost are
hereby approved as the plans, specifications, form of contract and estimated cost for
said improvements for said project.

RESOLUTION NO. 117-02
AWARDING CONTRACT
WHEREAS, sealed proposals have been submitted by contractors for the RIP ROW
VALLEY, UTILITIES EXTENSION PROJECT pursuant to Resolution No. 62-02, and notice
to bidders published in a newspaper published in the City of Dubuque, Iowa, on the 8th
day of February, 2002.
WHEREAS, said sealed proposals were opened and read on the 21st day of
February, 2002, and it has been determined that the bid of HORSFIELD
CONSTRUCTION, INC. in the amount of $77,973.40 was the lowest bid for the furnishings
of all labor and materials and performing the work as provided for in the plans and
specifications.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
That the contract for the above improvement be awarded to HORSFIELD
CONSTRUCTION, INC., and the Manager be and is hereby directed to execute a contract
on behalf of the City of Dubuque for the complete performance of the work.
BE IT FURTHER RESOLVED:
That upon the signing of said contract and the approval of the contractor's bond, the
City Treasurer is authorized and instructed to return the bid deposits of the unsuccessful
bidders.

The purpose of this memorandum is to request that the City Council initiate the bidding
process for the Rip Row Valley Utilities Extension Project.
DISCUSSION
The City has leased a section of the Rip Row Valley site to the Dubuque Girls'
Independent League for them to develop four softball fields. To aid that development;
the City agreed to extend water and sanitary sewer to the site.

BE IT RESOLVED BY THE COUNCIL OF THE CITY OF DUBUQUE, IOWA:
That the RIP ROW VALLEY UTILITIES EXTENSION PROJECT is hereby
ordered to be advertised for bids for construction.
BE IT FURTHER RESOLVED, that the amount of the security to accompany
each bid shall be in an amount which shall conform to the provisions of the notice to
bidders hereby approved as a part of the plans and specifications heretofore adopted.
That the City Clerk is hereby directed to advertise for bids for the construction of
the improvements herein provided, to be published in a newspaper having general
circulation in the City of Dubuque, Iowa, which notice shall not be less than four days
nor more than twenty days prior to the receipt of said bids at 2:00 p.m. on the 21st day
of February, 2002. Bids shall be opened and read by the City Clerk at said time and
will be submitted to the Council for final action at 6:30 p.m. on the 4th day of March,
2002.

cause a notice of time and place of such hearing to be published in a newspaper
having general circulation in the City of Dubuque, Iowa, which notice shall be not less
than four days nor more than twenty days prior to the day fixed for its consideration. At
the hearing, any interested person may appear and file objections to the proposed

the provisions of Chapter 384, City Code of Iowa, at 6:30 p.m. on the 4th day of March,
2002, in the Public Library Auditorium in Dubuque, Iowa. Said proposed plans,
specifications, form of contract and estimate of cost are now on file in the office of the
City Clerk. At said hearing any interested person may appear and file objections
thereto or to the cost of the improvements.
