Riprow Valley Utility Exten ProMEMORANDUM February 25, 2002 TO: FROM: SUBJECT: The Honorable Mayor and City Council Members Michael C. Van Milligen, City Manager Riprow Valley, Utilities Extension Sealed bids were received for the Riprow Valley Utilities Extension Project. Leisure Services Manager Gil Spence recommends award of the contract to the Iow bidder, Horsfleld Construction, Inc., in the amount of $77,973.40. The base bid was actually $82,973.40, but Horsfleld Construction has offered to donate $5,000 of the work towards the completion of the Riprow Valley Ball Field Development Project. Spence, Leisure Services Manag SUBJECT: Rip Row Valley, Utilities Extension February 25, 2002 INTRODUCTION The purpose of this memorandum is to provide a recommendation on awarding the contract for construction of the utilities extension for the Rip Row Valley Ball Field Development Project. DISCUSSION Sealed bids were received on February 21, 2002, for extension of water and sanitary sewer utilities to the ball field site of the Rip Row Valley project. RECOMMENDATION I recommend that the contract for the utilities extension to the Rip Row Valley Ball Field Development be awarded to Horsfield Construction, Inc. in the amount of $77,973.40. WHEREAS, notice of hearing on plans, specifications, form of contract, and estimated cost was published as required by law. WHEREAS, said sealed proposals were opened and read on the 21st day of February, 2002, and it has been determined that the bid of HORSFIELD CONSTRUCTION, INC. in the amount of $77,973.40 was the lowest bid for the furnishings of all labor and materials and performing the work as provided for in the plans and specifications. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: That the contract for the above improvement be awarded to HORSFIELD CONSTRUCTION, INC., and the Manager be and is hereby directed to execute a contract on behalf of the City of Dubuque for the complete performance of the work. Spence, Leisure Services Manager SUBJECT: Rip Row Valley, Utilities Extension January 29, 2002 INTRODUCTION The purpose of this memorandum is to request that the City Council initiate the bidding process for the Rip Row Valley Utilities Extension Project. DISCUSSION The City has leased a section of the Rip Row Valley site to the Dubuque Girls' Independent League for them to develop four softball fields. To aid that development; the City agreed to extend water and sanitary sewer to the site. The bidding schedule outlined in the attached resolutions would be as follows: Presentation to City Council Notice to bidders Receive bids Notice of public hearing Public hearing and award contract February 4, 2002 February 8, 2002 February 21, 2002 February 22, 2002 March 4, 2002 Cost estimate for this project, with a 10% contingency, is $77,000. Funding will be from the water and sewer funds. ACTION STEP The action requested is that the City Council adopt the attached resolutions giving preliminary approval to the plans and specifications, authorizing the advertisement for proposals, and establishing a date for the public hearing.
