Sealed bids were received for the Riprow Valley Ball Field Development Project.
Leisure Services Manager Gil Spence recommends award of the contract to the Iow
bidder, Horsfield Construction, in the amount of $108,928.15, which accepts alternates
1, 2 and 3 providing for fencing along the front of the property. This amount is $50,679
under the engineer's estimate.
The base bid was actually $118,928.15, but Horsfield Construction has offered to
donate $10,000 of the work towards the completion of this project. Project funding is
coming from state grants and fundraising the Dubuque Girls Independent League is
conducting.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of this memorandum is to request that the City Council award the contract for
demolition and grading of the ball field site of the Rip Row Valley development.
DISCUSSION
Bids were received on February 21,2002, for demolition and grading of the ball field site of
the Rip Row Valley development. A summary of those bids is as follows.

All three alternates deal with fencing around the perimeter of the property and are needed
to secure the property. The estimate for the project was $170,500 so the Iow bid is
$61,571.85 under that estimate. Even with a 10% contingency, the bid is $50,679 under
the estimate.
Funding will come from the Land and Water Conservation Fund grant the City received for
the project, a Recreation Infrastructure Grant the league has received, and fund raising the
league is doing for the project.

RECOMMENDATION
I recommend that the contract be awarded to Horsfield Construction, in the amount of
$108,928. This accepts alternates 1,2 and 3 providing for fencing along the front of the
property.
ACTION STEP
The action requested is that the City Council adopt the attached resolutions approving the
plans and specifications and awarding the contract to Horsfield Construction.

RESOLUTION ADOPTING PLANS AND SPECIFICATIONS
WHEREAS, on the 4th day of February, 2002, plans, specifications, form of contract
and estimated cost were flied with the City Clerk of Dubuque, Iowa for the RIP ROW
VALLEY, DEMOLITION AND GRADING PROJECT.
WHEREAS, notice of hearing on plans, specifications, form of contract, and
estimated cost was published as required by law.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:

AWARDING CONTRACT
WHEREAS, sealed proposals have been submitted by contractors for the RIP ROW
VALLEY, DEMOLITION AND GRADING PROJECT pursuant to Resolution No. 59-02, and
notice to bidders published in a newspaper published in the City of Dubuque, Iowa, on the
8th day of February, 2002.
WHEREAS, said sealed proposals were opened and read on the 21st day of
February, 2002, and it has been determined that the bid of HORSFIELD
CONSTRUCTION, INC. in the amount of $108,928.15 was the lowest bid for the
furnishings of all labor and materials and performing the work as provided for in the plans
and specifications.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
That the contract for the above improvement be awarded to HORSFIELD
CONSTRUCTION, INC., and the Manager be and is hereby directed to execute a contract
on behalf of the City of Dubuque for the complete performance of the work.
BE IT FURTHER RESOLVED:
That upon the signing of said contract and the approval of the contractor's bond, the
City Treasurer is authorized and instructed to return the bid deposits of the unsuccessful
bidders.

INTRODUCTION
The purpose of this memorandum is to request that the City Council initiate the bidding
process for demolition and grading of the ball field site of the Rip Row Valley
development.
DISCUSSION
The City has leased a section of the Rip Row Valley site to the Dubuque Girls'
Independent League for them to develop four softball fields. The City has received two
Land and Water Conservation Fund grants, one is $49,578 to help purchase the
property and the other is $141,005 to help develop the site. Since the $141,005 grant
will be used to pay part of this contract, City Council action is needed.

Cost estimate for this project, with a 10% contingency, is $170,500. Funding will be
