Flags Commission meeting convened at 9:04 a.m. in the Manager's Office at
Five Flags Center. Chairperson Cynthia Fuller presided.
Minutes of January 14, 2002 meeting were approved.
During the Manager's Report, Manager Wolfe reported that the Dubuque
Thunderbird attendance during their games have been tremendous. Patrons
seem to be pleased with the entertainment they are receiving. Concessions are
doing well also. Cindy Fuller wanted to know if wa could ever bring the pizza
idea into the concessions menu. Manager Wolfe explained that the
Concessions Manager, John Snider and herself have been over the possibility
of bdnging pizza in for events and by doing so it would cut into our regular
concessions items. Manager Wolfe said that she would once again follow up on
the idea with John Snider on this matter.
A new brochure has been printed for Spring, 2002. This brochure will have the
remaining events for the season. There has been a tremendous response for
the matinee performance of Big River. So big that we had to add a second
performance! The evening show is selling well with just balcony seats left.
Manager Wolfe stated that she plans on attending the Chamber's Business PM
this evening promoting the Five Flags Center and the Dubuque Cultural Alliance
is supplying us with a booth at the Galena Territory's Association Show this
weekend. Manager Wolfe also stated that two concerts have been added in the
last month, a Christian music concert with Femando Ortega and CMA Vocal
Group of the Year Lone Star.
Manager Wolfe thanked Rod Bakke for sitting on the Five Flags Study
Committee. Fourteen requests for proposals ware sent out and 8 responses
received. CSL out of Minneapolis, MN is the company that was chosen. Rod
Bakke said that he feels the committee has picked a groat firm and will be a
great fit. He said that this company likes to utilize what you have, identify your
market, identify your competition and then go from there.
Manager Wolfe bdefly explained the financial reports. Cindy Fuller asked if
Manager Wolfe could include last year's revenue numbers on the reports to
compare to the current year's. Manager Wolfe said that she would make sure
that was added to next month's reports.

Manager Wolfe said employees scheduled for next month's commission
meeting to review their job responsibilities are Bob Nelsen, Jodi Lukens, and
John Snider. These employees will present at the March commission meeting
scheduled for Monday, March 18th at 4:00 p.m.
During New Business Manager Wolfe said that there wes a meeting with the
City Manager, Mike Van Milligen, Assistant City Manager, Cindy Steinhauser,
Randy Peck from Personnel, Gil Spence and herself regarding bringing an
outside facilitator in to work with the Commission members to determine their
roles as commissioners and also to work with personnel regarding team building
and employee/customer relations. Manager Wolfe suggested that the
Commission session be from 6:00-9:00 p.m. on a night that wes agreed on by
all members. All Commission members agreed to participate and also agreed
that a date the last week in March would be best. Manager Wolfe said that she
thought the same facilitator should do both the Commissioners and the staff,
that way the facilitator could pass along the Commissioner's goals to the staff.
Cindy Fuller added that some times the structure of the job description just
doesn't fit the job any longer and updating these descriptions will not only
benefit the employee but the city as well. Manager Wolfe stated that her skills
are completely different than the former Manager of the building: She stated
that her special strengths are getting set on the counter and once we re-identify
the description maybe someone else could take on responsibilities to free up
other areas for her to work on, like agent negotiations and facility marketing.
Rod Bakke added that everything takes time. He added that one thing Manager
Wolfe has done is really been visible in the community, which he feels is one of
her strengths. Cindy Fuller added that everyone should operate outside their
job descriptions and when that is not done you lose your team effort.
Before adjouming the meeting Mike Brannon wanted to commend Dan
Holtkamp and the rest of the technical staff on the wonderful job they did during
The Dubuque Symphony's performance last weekend. He said that everything
was flawless as far as a patron's standards.
There being no further business, the meeting adjourned at 10:05 a.m.
