Van Milligen, City Manager FROM: Chris Kohlmann, Information Services Manager SUBJECT: Permits Plus Upgrade DATE: December 14, 2015 INTRODUCTION For the past several years and specifically in 2013 and 2014 a Capital Improvement Project request for an update of permitting, licensing, inspections and code enforcement software has been submitted. The purpose of this memo is to provide an updated request for replacement of Permits Plus software with the latest cloud hosted web based solution from Accela. BACKGROUND In 2013 Assistant City Manager Cindy Steinhauser convened a group of stakeholders ("Joint Inspections Task Force") from the Building, Planning, GIS, Housing and Community Development, Engineering, City Clerk, City Manager's Office and Information Services Departments to: • Review, revise and document work flows and processes for permitting, licensing, and inspections; • Identify "pain points" and opportunities for better departmental and inter- departmental/agency communication, coordination and citizen engagement; • Identify criteria and desired outcomes for a technology solution to create: o A consolidated view of actions and activities around land records and information. o A hosted, web-based system to maximize availability and access through a browser based interface and a mobile application with staff and management views; o A robust workflow for notifications, approvals and conditions to assist in communication and enforcement of business rules around defined processes; o A customer portal for citizen access to apply for and check the status of permits and licensing available on mobile and web-based platforms o A consolidated — "non-siloed" central repository and view of the data with robust reporting, query and analysis and record retention of land records and information; and o Integration to existing legacy systems such as Sungard Finance Plus, International building codes, WebQA and ESRI GIS. The issues and needs identified in 2013 still are present. The current software "Permits Plus" has been used since 2001 for permitting, licensing and inspections. The version of the software the City is using was last updated in 2005 and ceased to have any updates available after 2005 as the company moved to a new web-based platform. Due to the age and lack of support, I have great concern that there will be a server/workstation/operating environment update where the software will cease to function which could include: • Operation of the desktop client • Printing permits and reports • Functions within the program depending on running the proprietary scripting language • Creating and running scheduled and ad hoc reports • Data base connection In addition to technical concerns, the functional short comings of the Permits Plus software are: 1 . In the past two years significant changes have been made in Housing around rental license inspections particularly in tracking and fees that the current software falls short in handling resulting in manual calculations and record tracking; 2. The ICC's International Property Maintenance Code will be implemented for building inspections which is not included in the current software and would take significant effort to code; 3. The process to notify departments needing to provide additional approvals such as demolition permits or building permits in historic preservation districts is largely manual leading to a possibility of work commencing without proper or safety related review, inspections and sign-offs; 4. The only way a citizen, contractor or developer can determine the status of a permit or inspection is to call, visit or email the appropriate department; 5. There is no integration to GIS for verification of zoning, ownership, valid addressing or overlay districts — this must be done manually; 6. Although there is mobile software it's not real-time, contains limited information and does not support mobile devices such as ipads or iphones 2 7. The city is paying close to $60,000 annually for licensing and "support" but little support is actually available since the product is no longer updated DISCUSSION Our best efforts to update and adapt to changes in the permitting, inspections and licensing environment continue to be stymied by limitations with our current software. To obtain the desired gains in functionality and to address shortcomings in the current Permits Plus software a change in technology is requested. I have reviewed software and received proposals from Sungard (our law enforcement and financial software vendor), GovQA (WebQA application vendor) and Accela. Neither Sungard nor GovQA could provide a comprehensive licensing and permitting application equal to what Accela offers. Neither Sungard nor GovQA would offer any type of migration of our current data. Both GovQA and Sungard offered limited mapping and GIS integration. Sungard offered no mobile application and GovQA could not support the annual licensing renewal process needed for rental licensing. I have attached a white paper and case studies from the cities of Lincoln NE and Omaha NE who faced similar needs to Dubuque. Both have done upgrades from the legacy version of Permits Plus and have gained staff efficiencies as well as better engagement with the contractor communities. I would also encourage you to visit www.accela.com and review the land management software solution and how other cities are using it. I would recommend that a proposal from Accela for conversion, training and on-going maintenance be considered for implementation in the current fiscal year. Accela provides a robust, cloud-based platform that would address Dubuque's functional needs, increase engagement and improve efficiency using their products under their Civic Platform products as quoted. Accela serves over 2,000 communities worldwide, including over half of America's largest cities. The proposal is comprehensive, cost effective and addresses a present need and issue. BUDGETIMPACT I have attached the Accela proposal outlining services and costs. The annual recurring costs for permitting, licensing and inspections (30 users) and citizen access module for Dubuque's population size is $60,473.01 . This would also include cloud hosting and all updates. One-time costs for design, private cloud setup, implementation, GIS and mobile integration, training and project management are quoted at $99,660.00. Travel costs are estimated to be $13,000 - $18,000 and would depend on how many hours of onsite visits would be made. Travel would be from Visalia CA. The pricing (although indicating 3 an expiration of November 11 , 2015) has been extended through the end of the calendar year. Recurring costs can be covered using the current budgeted amount for software maintenance in the Building, Planning, Fire, Engineering and Housing and Community Development departments.
