The City has recently received requests by the family of Winnie Thompson and the
widow of John White to place memorial benches on the Riverwalk. City staff have
determined a possible location for two additional benches on the Riverwalk.
I respectfully recommend approval of the two agreements implementing acceptance of
the requests.

INTRODUCTION
The purpose of this memo is to provide information related to two separate donation
requests and agreements for two new benches along the river.
BACKGROUND
The current benches located on the Riverwalk were sold as memorials as a part of the
fundraising for an America's River early phase. They were installed as a part of the
construction of the Riverwalk.
DISCUSSION
The Leisure Services Department has had a memorial bench program for years.
Requests are taken year-round. Requests have been fielded by the receptionist staff,
Parks Division Manager and Leisure Services Manager. The understanding of the
Leisure Services staff was that there were no other available locations along the
Riverwalk. No waiting list was ever taken because of this. Persons wanting memorial
benches on the Riverwalk were referred to other possible locations in the parks and
trails system or they declined and determined a different memorial option (not with the
City).
Cindy Steinhauser, Assistant City Manager was approached by the family of Winnie
Thompson regarding possibility of a memorial bench along the Riverwalk at the
floodwall for Winnie Thompson. Around the same time I was approached by Shirley
White regarding the possibility of a bench in the same location in memory of her
husband John. Both have connections to the riverfront, Ice Harbor, Port of Dubuque
and/or floodwall.
The attached map shows locations of the current benches along this section of the
Riverwalk. At first it may seem an easy request to consider addition of benches along

this popular trail. There are many activities to consider that restrict areas people may
believe to be good locations. I will outline them to illustrate this point.
• During any beautiful day or evening the Riverwalk is a very busy place with foot
traffic, bicycle traffic and persons walking their pet with a leash. It is not uncommon
to see people four deep as two couples/families pass going in different directions.
Strollers are very common. The benches are placed on the actual walkway so they
narrow the travel area. This area also contains signs and light poles.

• Public Works and Parks maintain the area all along the Riverwalk. A Gator is out
every day through the season to water baskets, pick up trash and more.
Maintenance of flowers and native plant beds at times requires use of a pickup truck
on the Riverwalk. These maintenance activities are also done in the winter with
snow removal done by Public Works. The space is used to plow the snow and
shoveling is done around the benches. Excess snow is plowed off the trail to areas
paralleling it.
• Art on the River has been a success. The Riverwalk has predetermined approved
locations for Art on the River. These locations are not all used every year as the
display locations change with the art that is chosen. This changes the traffic pattern
depending upon where the art is placed.
• Riverboat traffic adds an element of use to the Riverwalk. Riverboats dock at Rivers
Edge Plaza and on the docking area that parallels the river. During high water
the use changes to unload passengers at the floodgate area. The gangway is
lowered right to the south side of the Rivers Edge Plaza. This grass area changes
to a loading and unloading zone during these times.
With all this being said there is one location where two

benches could be added. There are currently two
benches and one could be added on either side of the •-�
two existing. This location is where the

walkway from Grand Harbor Resort/ Tony Roma's comes out to
meet the Riverwalk. As you can see by this photo this area has
also served as an Art on the River location. You can see a
current bench in each photo.
The original benches were sold over fifteen years ago ata y`?=
sponsorship of $2,500. Due to the changes in prices, if any
additional Riverwalk benches were to be installed I would
recommend a fee of $5,000 per bench which would more than
cover all costs related to the bench and installation.
An agreement has been developed for the two specific bench
requests for memorial bench for John White and Winnie Thompson should the Council
wish to act upon the memorial bench requests.

AND
FAMILY OF WINNIE THOMPSON
FOR
A MEMORIAL BENCH ON THE RIVERWALK

This Agreement, dated for reference purposes the�� day of�
2015, by and between the City of Dubuque, Iowa (City) and the Family of Winnie
Thompson (the Thompson Family).
Whereas, the Thompson Family wishes to donate funds to the City for a
memorial bench for Winnie Thompson to be placed along the Riverwalk; and
Whereas, City is willing to accept the donation on the conditions set forth here.
NOW, THEREFORE, IT IS AGREED BY AND BETWEEN THE PARTIES AS
FOLLOWS:
1. 1. The Thompson Family will donate $5,000.00 to City for a memorial bench
in memory of Winnie Thompson.
2. City agrees to accept the donation subject to the conditions set forth
herein. City will purchase and install the bench and donation plaque. The bench and
plaque will be of the same design as other Riverwalk benches and plaques.
3. The bench will be placed in the location shown on Exhibit A subject to the
right of the City Manager to relocate the bench to another location in the City Manager's
sole discretion for the following:
(a) The need for repair or maintenance of the floodwall, the Riverwalk,
or any other nearby facility affected by the bench, including governmental
regulations regarding the floodwall or improvement and/or necessary
improvements for maintenance of the floodwall;
(b) The bench is damaged or vandalized;
(c) The bench is in need of significant maintenance;
(d) The location of the bench is no longer consistent with the
surrounding area;
(e) City Council approved actions related to the site of the bench; or

(f) Future renovations and/or development of the Riverwalk or other
associated amenities in the area.
4. The donation plaque placed originally on the. bench will not be replaced if
damaged, lost or stolen unless the Thompson Family can be found and notified and
replacement funds are provided by the Thompson Family.
