Van Milligen, City Manager SUBJECT: Application for Assistance to Firefighter Grant DATE: December 30, 2015 Fire Chief Rick Steines recommends City Council approval to submit an Assistance to Firefighter's Grant application in the amount of $12,000 to purchase two training manikins for EMS skills practice. If the City is awarded this grant, there is a required 10% ($1,200) match which can be funded from the training budget. Van Milligen FROM: Fire Chief Rick Steines DATE: December 30, 2015 RE: Application for Assistance to Firefighter Grant INTRODUCTION In the past the fire department has been very successful in acquiring matching grants for various equipment through the Assistance to Firefighter's Grant program administered by FEMA. We are currently completing a grant for fitness equipment this winter. DISCUSSION The application period is now open for the federal FY15 grant program. Assistant Chief Greg Harris has identified an opportunity to request some training equipment through the AFG program. Specifically, we are seeking to purchase two training manikins for EMS skills practice. These manikins allow for our paramedics to perform not only CPR, but also advanced skills such as IV insertion, advanced airway insertions, and realistic trauma injury. Additionally the units also provide breathing and pulse, blood pressure and other patient assessment practice. These skills are currently not available for practice within our department. All equipment is reusable, with minimal disposables that can be supplied from the existing EMS training budget. The ability to provide timely, realistic, and repeatable skills training to our entire staff has been identified as an important component in our quest to provide exceptional patient care in the field. This practice cannot be done using fellow students or normal CPR manikins. NICC does provide a simulation manikin opportunity at their Peosta campus. The costs involved in having 75 paramedics rotate periodically through the NICC sim lab is more than the equipment stated above. It would also require sending personnel to Peosta campus. RECOMMENDATION I recommend submitting an application to the AFG program for $12,000. The city matching costs would be 10% ($1200), which can be funded from the training budget. If awarded the grant would likely start this summer and be completed in the fall. ACTION REQUESTED I respectfully request permission to submit a grant application for $1200 to purchase EMS training manikins. Cc: Jennifer Larson
