Public Health Specialist Mary Rose Corrigan recommends City Council approval to hire
an intern to work on a National Incident Management System-compliant local inventory
of assets and resources available for emergency response and mutual aid requests.
Through the Dubuque County Public Health Emergency preparedness grant funds,
there is money to pay an intern to do this work, approximately $3,000 for 200 hours.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

This memo requests hiring an intern through a partnership with the Dubuque County
Health Department utilizing Public Health Preparedness funds.
BACKGROUND
One of the short-comings of our Emergency Management Planning and the STAR
Indicator report was a "NIMS-compliant, local inventory of assets and resources
available for emergency response and mutual aid requests." This was in the
"Emergency Prevention and Response" section, where we had several weaknesses.
This inventory is a substantial project which calls for devotion of time, including
identifying, locating and typing of resources, along with compiling a useful document.
Through Dubuque County Public Health Emergency Preparedness grant funds, there is
money to pay an intern to do this work, approximately $3,000 for 200 hours. However,
County Health Department cannot hire additional employees at this time.
DISCUSSION
Since the City of Dubuque Health Services Department claims grant funds from the
county's preparedness grant, the City could host the intern and be reimbursed for the
costs through the grant fund. I would supervise the intern who would primarily work
from home, the Health Services Department, or via the Emergency Responders
Training Center in Tom Berger's office. Depending on the time needed to complete the
NIMS-compliant inventory, other preparedness activities could be also be assigned to
the intern.
I have had several inquiries from students wanting internships in the Public Health field.
Since there are no funds to pay for advertising, I would like to post the job description
on our website to advertise electronically and let the students who have expressed
interest know that it is available. We would then hire from those applying.
Please advise how you would like me to proceed for this temporary intern position.
