FY 2003 Annual Act Plan CDBGMEMORANDUM February 25. 2002 TO: FROM: SUBJECT: The Honorable Mayor and City Council Members Michael C. Van Milligen, City Manager FY 2003 Annual Action Plan Housing and Community Development Director David Harris is recommending approval of the Fiscal Year 2003 Annual Action Plan for the Community Development Block Grant (CDBG) program. The Council held a public hearing on this plan on February 21, 2002. The Amended FY 2003 Annual Action Plan reallocates $15,000 from the contingency fund to the Historic Preservation Homeowner Grant program. This will allow the program to be maintained at an annual allocation of $20.000 in FY 2003 and create a contingency of $6,275. Discussion The Annual Action Plan shown on Exhibit A presents a plan for the use of Community Development Block Grant (CDBG) funds for Fiscal Year 2003 as approved by the Community Development Advisory Commission. The Council held a public hearing on this plan on February 21, 2002. An amended FY 2003 Annual Action Plan as shown on Exhibit C reallocates $15,000 from the contingency fund to the Historic Preservation Homeowner Grant program. This will allow the program to be maintained at an annual allocation of $20,000 in FY 03 and create a contingency of $6,275. Recommended Action I recommend the Council adopt the attached resolution approving the FY 2003 Annual Action Plan as recommended on Exhibit C. Prepared by Aggie Kramer, Community Development Specialist RESOLUTION NO. 143-02 A RESOLUTION ADOPTING THE PROGRAM YEAR 2002 (FISCAL YEAR 2003) COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) ANNUAL PLAN. Whereas, the City of Dubuque has, through a series of public meetings and hearings, finalized a Program Year 2002 (Fiscal Year 2003) Community Development Block Grant Annual Plan addressing both housing and non-housing needs in the community; and Whereas, copies of the draft Program Year 2002 (Fiscal Year 2003) CDBG Annual Plan have been available for public comment 30 days prior to City Council action; and Whereas, the City's Community Development Advisory Commission has reviewed and recommended adoption of the Annual Plan; and Whereas, the City Council has held a public hearing on the proposed plan and amended the plan to increase funding to the Historic Preservation Homeowner Grant program and reduce the contingency by $15,000. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. That the Program Year 2002 (Fiscal Year 2003)Community Development Block Grant Annual Plan attached hereto and by this reference made a part hereof is hereby adopted. Section 2. That the City Manager is hereby authorized and directed to prepare and to submit to the U.S. Department of Housing and Development the Program Year 2002 (Fiscal Year 2003) Annual Plan for the use of Community Development Block Grant funds based on this adopted budget.
