The rate of pay for the new classification would be the same as Foreman. Personnel Manager Randy Peck recommends City Council approval of the elimination of one Foreman position in the Public Works Department and the creation of one Sewer Maintenance Foreman position in the Public Works Department. Van Milligen, City Manager FROM: Randy Peck, Personnel Manager SUBJECT: Request to Create a Civil Service Classification for the position of Sewer Maintenance Foreman DATE: January 5, 2016 Public Works Director Don Vogt is requesting that a separate civil service classification for the position of Sewer Maintenance Foreman be created. Due to the specialized nature of the work, Don feels that a separate classification is warranted. This would be a promotional examination. The rate of pay for the new classification would be the same as Foreman. The requested action is for the City Council to approve a motion eliminating one Foreman position in the Public Works Department and creating one Sewer Maintenance Foreman position in the Public Works Department. RP:Imh SEWER MAINTENANCE FOREMAN GENERAL STATEMENT OF DUTIES: Under general supervision, performs and supervises a variety of skilled and semi-skilled tasks in the operation of sewer maintenance, snow and ice control and flood control equipment and in the maintenance and repair of sanitaryand storm sewer systems and equipment; performs all other related work as required. DISTINGUISHING FEATURES OF THE CLASS: The work in this class involves responsibility for supervising and performing a variety of skilled and semi-skilled tasks in the operation of equipment and in the maintenance and repair of sanitary and storm sewer systems and equipment, and in the operation of snow and ice control and flood control equipment. Assignments are received in the form of oral or written work orders or in the form of general directions from a supervisor. The employee in this class must exercise discretion and independent judgment in directing the activities of employees. Work is reviewed and evaluated by a supervisor through records, inspection of facilities and job sites, results achieved and effectiveness of services provided. EXAMPLES OF WORK (ILLUSTRATIVE ONLY): ESSENTIAL: Performs and plans, supervises and evaluates the work of employees engaged in the sewer maintenance and repair of services and snow and ice control operations and flood control operations; operates and supervises the operation of equipment such as backhoe/loader, sewer jet/vac vehicle, pumps, hydraulic impact hammer, front end loader, snow plow, jet flusher, sewer rodder, sewer television truck and other trucks and vehicles used in various maintenance and construction tasks; supervises and coordinate activities of workers engages in the repairs and maintenance of sewers, inspects construction of new sewers and manholes to ensure conformance with plans and specifications; repair broken sanitary sewer pipe and manholes, inspect lines using closed circuit television equipment; excavates and back fills trenches with hand tools; cleans and inspects sanitary and storm sewers including grading and laying pipes and building and repairing manholes and catch basins; loads and unloads trucks containing heavy materials; shovels asphalt/rock, sand, gravel and spreads and rakes asphalt; operates miscellaneous manual and power tools including jack hammer,air compressor, pick,shovel, sledge hammer,grinder and drill; participates and supervises work requiring skills in carpentry, plumbing, electrical and cement finishing; checks tires, oil, lubricants, water levels, lights and fuel in vehicles and equipment; washes, adjusts and performs minor repair and maintenance on vehicles and equipment; maintains time and other records. KNOWLEDGE, SKILLS AND ABILITIES: ESSENTIAL: Considerable knowledge of the methods, practices and tools used for the maintenance of sanitary and storm sewer systems, snow and ice control, and flood control maintenance and repair activities;considerable knowledge of the principles, practices,equipment, tools and materials used in the maintenance and repair of a sanitary sewer collection system; considerable knowledge of for sanitary sewer overflow response and reporting requirements; considerable knowledge of the occupational hazards and necessary safety precautions applicable to building, equipment, street, sewer and grounds maintenance; considerable knowledge of the occupational hazards and necessary safety precautions applicable to the operation of medium and heavy equipment and considerable knowledge of the occupational hazards and necessary safety precautions applicable to the ability to safely operate medium and heavy equipment and safely perform a variety of semi-skilled and skilled tasks in the repair and maintenance of , equipment, sanitary and storm sewers and flood control systems; ability to maintain and make routine repairs to vehicles and equipment; ability to handle a variety of tasks without close supervision; ability to understand and follow oral and written instructions and directions; ability to plan, organize, supervise and evaluate the work of employees; ability to maintain effective working relationships with employees and the general public;abilityto communicate effectively, both orally and in writing; ability to work outside during inclement weather; physical ability to handle medium to heavy work with some heavy lifting; ability to make decisions recognizing established practices and to use resourcefulness and tact in solving problems; skill in the use of a GIS and Asset Management Software System; skill in the use and care of tools and equipment necessaryto perform a varietyof maintenance tasks; demonstrated abilityto follow a management philosophythat is input oriented and values problem solving and development of partnerships; demonstrated ability to be a team player; a desire to be part of an organization that values service, people, integrity, responsibility, innovation and team work. ACCEPTABLE EXPERIENCE AND TRAINING: Extensive experience in the operation of light, medium and heavy construction equipment;extensive experience in the construction, maintenance and repair of, sanitary and storm sewer systems and equipment; some supervisory experience in the maintenance and repair of sanitary and storm sewer systems and flood control systems; experience in the area of snow and ice control operations and equipment; possession of a high school diploma or its equivalent; certification under the Iowa Water Environment Association Voluntary Certification Program, completion of an OSHA 10 Hour Occupational Safety and Health Training Course, completion of the National Association of Sewer Services Companies certification in pipeline assessment (PACP) or any equivalent combination of experience and training that provides the essential knowledge, skills and abilities. SPECIAL REQUIREMENTS: Possession of and the ability to maintain: • a valid commercial driver's license with air brakes,tanker and combination endorsements • certification for respirator use in confined spaces • certification as a trained competent person as is applies to trenching/shoring 12/2015
