RTigges called the meeting to order at 4:00 p.m.
Acceptance of the Agenda
Upon a motion by Vincent, seconded by Hoverman, the Agenda was approved 4 - 0.
Approval of the Minutes of October 14, 2015
Upon a motion by JTigges, seconded by Vincent, the Minutes were approved 4 - 0.
Public Input
There was no public input.
Request for Funding
Nowack presented a request on behalf of the access community for $63,429 for the necessary
equipment to be able to send digital audio & video from the four local PEG origination sites to
Mediacom's head end. Mediacom would purchase and install the digital equipment and be
reimbursed from the PEG fund. The project also requires some cabling work to be done at Loras
College, The Forum, and City Hall Annex to get SDI video from the video router to the fiber room at
each location. Darin Dean, technical supervisor for Mediacom in Dubuque, was on hand to answer
questions. JTigges wondered if it was necessary to purchase two spare digital encoders and the
general consensus was that we should. RTigges noted that currently only City Hall Annex is capable
of providing true SDI video and that the other sites would need to convert their analog audio & video
to SDI. Nowack said he expected that once this digital modulation equipment is in place, he expected
the other sites to install digital routing equipment like the City did a year ago. Darin Dean said the
quality of the channels should improve either way. Hoverman moved to approve up to $63,500 for the
project. The motion was seconded by Vincent and approved 4 - 0.
Mediacom Cable Report
Barefoot reported some continuing issues with his Carousel graphics server changing IP addresses
and will be contacting Tightrope and his local IT person to get this resolved.
Cable TV Report
Nowack said that the new Cablecast HD server was installed and configured on Tuesday and is now
on the air. Cable TV staff is working on populating the new HD graphics server with images in
preparation for it to go into service perhaps by next week. He then showed some clips from the City's
annual holiday program, a series of three programs in which the face of Dubuque was captured while
driving the local streets.
