APPROVAL OF MINLITF~ Doug Bretherton made a motion to approve the minutes of the 1/28/02 meeting. The motion was seconded by John Markham. AYES: All. NAYS: None. OLD BUSINESS: A. REVIEW AIRPORT STATISTICS: Revenue passenger enplanements: 1) American Eagle was up 42.01% for the month of January 2002 compared to January of 2001. 2) Northwest Airlink was up 3.41% for the month of January 2002 compared to January of 2001. 3) Overall Airport totals were down 4.48% for the month of January 2002 compared to January 2001. Airport Financial Reports 1) 2) up 25.75% for January 2002 January Expenses should be at 58.33% of the annual budget, but actual airport operating expenses are at 46.52%. Revenues should be at 58.33% of the annual budget, but actual airport operating revenues are at 61.42%. Despite the worst year in aviation history, it appears the airport budget for FY2002 will not require additional taxpayer support. Dubuque Air Service Report 1) The total of 100LL gallons sold in January 2001 were up 41.8% compared with January 2001. 2) The total of Jet-A gallons sold in January 2002 were up 102.1% compared with January 2001. 3) Total Jet A and 100LL gallons sold in January 2002 were up 71.68% compared with 2001. 06_ GREAT LAKES PAYMENT Andy Perry told the Commission the airport received four checks from Great Lakes. This has paid in full the fuel uplift account; the rent account has received no payments. Great Lakes has offered no payment timetable, however, the Commission agreed to let them continue without a schedule as long as they continue to pay down the balance. ADMINISTRATIVE VEHICLE Andy Perry advised the Commission staff is going out for bids on the new administrative vehicle and it appears it will be a very small car. Doug Brotherton said he learned used four-wheel drive vehicles 1 to 2 years old have almost no resale value because of the Iow interest rate has everyone purchasing new models and can be obtained very inexpensively. The Commission told staff to explore all options before making a decision. The last two Airport Managers vehicles have been purchased used and they would not be opposed to doing this if the right vehicle and the right price is available. The Airport has $11,500 budgeted. NORTHWEST AIRLINE VISIT Rick Goodin told the Commission he has not set a date, it looked as if it would be in March or April. Andy Perry requested concurrence to reinstate the Terminal Study. The study is approximately 70% complete, and needs to go forward and complete the meetings with various community segments to finalize the data. Rick Goodin asked if the Commission should advise and/or list for CMT the Commission expectations. Andy explained a terminal study is a tool to determine at what point the existing terminal reaches capacity, and what are the available placement options. Using the upcoming meetings with City staff, Chamber, CVB, GDDC and others CMT should be able to complete their analysis and finish the study. Other areas of future Airport expansion should be determined through a new Master Plan, which is proposed as an additional Capital Improvement Project. The Commission agreed to proceed, but asked Andy to talk with Jim ©'Neill and Teri Goodmann who were both on the Terminal Study taskforce. NEW BUSINESS: FAA PAINTING REIMBURSEMENT The Airport will receive $27,490.27 for new runway markings that went into effect in 2001 from an existing AlP grant. This is a one-time opportunity for the Airport to make use of FAA funds for runway markings. Next fiscal year the airport has F:\SHARED~PeggyDickson~Airpod Commission~Airport Commission Minufes\19. Februar7 25, 2002 Commision Minutes.doc Page 3 Printed: 3/6/02 at 12:54 PM Airport Commission Minutes February 25, 2002 Meeting Page 4 budgeted the additional annual maintenance expense of the new markings. 02_ REPORT ON MANAGERS TASK FORCES The Air Service Task Fome will be working with the Ticket-Lift study, an O & D study on which Andy is currently soliciting quotes. The surveys from GDDC should be returned shortly to help keep pace with industry. Andy is also speaking to various professional groups and has started to set up meetings with corporate businesses. 03_ REPORT OF THE MARKETING TASK FORCF Andy talked with the Commission regarding a new marketing theme, one that would be more inclusive with the neighboring cities in three states that utilize the airport. This could even include a name change for the airport. The Commission also discussed marketing for the GA Task Force, on which Peg Hudson serves as a member of the GA Taskforce. There was some discussion as to what Task Force she could better serve the airport with her marketing background. John Markham said she would be welcome to sit on the Marketing Task Force. Andy felt the Marketing Task Force should encompass ideas to promote both Air Service and General Aviation. Rick Goodin brought up the possible sky diving event, Andy said he had made calls of inquiry but had no reply. The IDOT video is currently running on Channel 8. John Markham said he wished it had more of a Dubuque flavor. There is a short intro by Andy and Rick Dickinson to introduce the film. John said he must have missed the first minutes. IDOT allows an intro, but wants the tape to remain unchanged. 04_ ~ There was some discussion about the Transportation Security Administration (TSA), taking over the screening activities as the Federal government. CMT) I:::NGINFERIN~ Andy Perry requested the Commission approve an agreement with CMT for engineering services for the upcoming Rehabilitation of Taxiway Charlie and the lighting of Charlie and Delta. John Markham moved to approve the engineering contract and authorize the Chairman to sign the agreement. This motion was seconded by Doug Brotherton. AYES: All. NAYS: None. 06_ AIRPORT MANA~FR'~ REPORT · Casino Express will be back in Dubuque with a gaming charter in March. This means increased revenues for the Airport. · Dubuque Night in Des Moines will be March 27, 2002 · Andy and Bob will attend IPAA Legislative Day in Des Moines on March 5, 2002 · Andy will be in Washington DC on February 26 and 27th, and also March 20-22nd with the Chamber. Rick Goodin will also travel to Washington in March and they plan to set some airport meetings with the airlines and/or FAA. The air compressor quotes are due March 7, 2002 · Ribbon Cutting for Runway 18/36 to be either of the first two Fridays in May. Upcoming leases were reviewed a. Airline - 3 month timeline to initiate b. Restaurant - staff to work on best scenario c. Hangar-in negotiation 10. There was no public input. John Markham made a motion to adjourn.
