INTRODUCTION
This memorandum presents for approval an amendment, correcting "Reporting"
language included in the contract.
BACKGROUND
Contract 08-DRH-212 originally awarded CDBG funds to the redevelopment of the
Caradco Building. In 2013, through Amendment 5, the Linseed Oil Paintworks Building
was added to this same contract.
Amendment 6 provided for program description changes to include Linseed, extended
the project completion date to December 31, 2014 to accommodate the project's
construction, and reduced the percentage of LMI units in the combined building
redevelopments from 64% to 51%. Amendment 7 extended the contract end date to
December 31, 2015.
DISCUSSION
The Caradco project is complete, and 100% of the units are leased. The Linseed
project is also now complete, and over 80% of the units have already been leased. The
Iowa Economic Development Authority has amended Section 8.1 of the original
contract, in order to correct reporting language.
Amendment 8, attached, sets forth the corrected language.
RECOMMENDATION/ ACTION STEP
I recommend the Council receives and files the 8th Amendment to CDBG Contract
08-DRH-212.

Dear Mayor Buol:
The Iowa Economic Development Authority(IEDA) hereby amends the above referenced Community
Development Block Grant (CDBG) Program contract by correcting "Reporting" language included in
the contract.
The contract by and between the Iowa Economic Development Authority("Department or IEDA") and
Dubuque ("Recipient") is amended as of the date of this letter as follows:
AMEND Article 8.1, Section(b) of the Contract to be replaced with the following language(this change
to be considered retroactive for the full term of the contract):
(b) REPORTS. The Recipient shall prepare,review and sign the requests and reports as specified below in
the form and content specified by the Department. The Recipient shall review all reimbursement requests and
verify that claimed expenditures are allowable costs. The Recipient shall maintain documentation adequate to
support the claimed costs.
REPORT DUE DATE
Request for Payment—Housing Report As funds are needed(original and three copies)
Housing beneficiary and unit data,entered on statewide All unit information added and updates complete.

unchanged and are in full force and effect.
